Participatory Forest Monitoring Officer

Location: Based in Da Lat or Hochiminh city with frequent travel

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the project ‘Delivering Environmental and Social Multiple Benefits from REDD+ in Southeast Asia’ (MB-REDD+) 2010-2016, which provides advisory services to national government agencies (primarily the Vietnam Administration of Forestry - VNFOREST), and other stakeholders, to put into operation mechanisms to promote and demonstrate biodiversity performance as part of the national REDD+ programme. We are seeking a dynamic and highly motivated national candidate for the post of Participatory Forest Monitoring (PFM) Officer.

Responsibilities

- Provide technical guidance to the development of PFM as a potential mechanism to demonstrate REDD+ multiple benefits and safeguard compliance
- Provide technical assistance to local stakeholders in implementing PFM piloting
- Contribute Vietnam context-specific technical assistance to the development and adaption of PFM data collection and management methodologies, protocols and manuals
- Assist SNV knowledge partners and service providers in assurance of quality control of PFM data collection and management protocols
- Explore opportunities and constraints for PFM integration to existing and evolving national forest and natural resource inventory and monitoring systems
- Facilitate stakeholders, knowledge partners and service providers in development of a proposed ‘operational framework’ for PFM in Vietnam
- Ensure socially inclusive villager participation in PFM piloting to local communities
- Communicate to all stakeholders the conceptual model, field experiences and emerging lessons from PFM development and piloting at national and subnational levels
- Contribute to global PFM knowledge products and communications materials

Candidate profile

- University degree in forestry, natural resources management
- Minimum 5 years of proven track record in forest and/or natural resource monitoring
- Good knowledge of Payment for Forest Environmental Services (PFES), REDD+ and existing forest monitoring systems in Vietnam
- Experience with environmental and social impact monitoring
- Extensive experience working with forestry and environmental institutions in Vietnam
- Understanding of monitoring indicators for environmental and social parameters
- Familiarity with participatory approaches to forest and natural resource monitoring
- Ability to integrate knowledge to achieve multiple environmental and social objectives
- Ability to work independently and be a good in team player
- Good communication skills in English in both spoken and written;  
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points).

Contract Duration: SNV Vietnam offers one-year associate consultancy contract with the possibility of extension and a competitive salary package.
