Fixed term until 30 July 2012

Oxfam is looking for an experienced policy and research person who will take on the responsibility for developing and implementing Economic Justice (EJ) regional campaign research agenda and strategy, support country EJ campaign teams and manages partnerships with partners whose works involves issues/policy analyses or policy development or policy influencing.

KEY RESPONSIBILITIES
- Lead in the development of the regional EJ campaign research agenda and strategy to create maximum impact on key stakeholders
- Lead in developing policy positions on key issues as may be needed in the regional EJ campaign consistent with existing Oxfam policies and processes for policy development
- Produce policy statements, briefing paper or other campaign materials intended to communicate Oxfam’s policy analysis and positions on EJ campaign issues
- Undertake or commission research, oversee and draft consultant contracts for freelance Researchers to produce researches for the EJ campaign
- Ensure high quality of Oxfam’s research in the EJ campaign in the region
- Monitor researches and pronouncements of influential actors or institutions on issues relevant to the EJ campaign and ensure internal awareness on them, and lead in crafting appropriate responses where needed
- Implement campaign events, including research forums and lobby work, intended to communicate Oxfam’s policy analysis or engage various stakeholders
- Lead in planning and implementing learning events intended to build understanding and capacity in the region on EJ campaign issues
- Provide policy advise and generally support regional campaign implementation especially in lobby work and campaign communications
- Provide policy advise and generally support country campaign teams in developing and implementing research and policy analysis projects/events, and/or in developing their research agenda
- Engage with relevant global campaign teams to optimize regional contributions to wider organizational research initiatives and ensure that it is accurate and relevant to the region and country campaigns
- Support key partners in their research and policy development work
- Lead in developing and implementing a monitoring, evaluation and learning system for the regional EJ campaign

THE PERSON
- Excellent research skills in English, with the ability to develop appropriate tools, collate and analyze complex information and relay them in a clear and straightforward manner
- Research and policy analysis experience in key policy areas of the Economic Justice (EJ) campaign: agriculture and rural development, food security, poverty reduction and economic development, climate change, private sector and economic development
- Strong grasp of macro economics and economic analysis as they relate to social development concerns
- Outstanding written and oral communications in English
- Strong understanding of and proven commitment to gender and diversity issues
- Ability to network with a wide variety of internal and external stakeholders in a diverse cultural and organizational environment
- Ability to quickly assimilate knowledge of the internal and external, local and international knowledge environments and provide research solutions
- Capacity to foster healthy and dynamic policy discussions among various stakeholders, including Oxfam staff, partners and advocacy targets
- Strong interpersonal skills and ability to work with various teams in country and internationally
- Understanding of and identification with Oxfam’s mission and purpose with the ability to ensure that its brand is correctly promoted in all research products
- Self motivated and able to independently solve problems
- Excellent project management skills and management of project budgets
- Well developed computer literacy including experience of using MS office application (Word, Excel, Access and Powerpoint)
- Ability to travel frequently and at short notice including to remote locations
- Ability to work in a team on different projects, often under pressure
- A relevant educational qualification preferably in public policy and research or 2 years experience in the field of research
