Investing in Women (IW), through its work in four distinct, but reinforcing program components, seeks to address barriers to women’s economic empowerment in Southeast Asia in the workplace, in business, in policy and regulations, and in the social and societal norms that underpin inequality.  The program is a flagship Australian Government 3.4-year initiative (2016-19) with a potential four-year second phase. IW is being implemented in four countries in Southeast Asia: the Philippines, Indonesia, Vietnam and Myanmar.

The Opportunity

The Political Economy Analyst consultant will provide a credible and useful analysis of the Vietnam Labour Code reform process, and the technical and political factors that shaped it, with a particular focus on the nature of IW’s/DFAT’s contribution.

Key Duties

  • Consult with IW and DFAT on the purpose and scope of the Study.
  • Prepare a draft Study Plan which describes the study’s purpose and audience, key questions, data collection and analysis methods, learning/reporting outputs, and workplan with timeline.
  • Finalise the Study Plan based on comments received from IW and DFAT.
  • Conduct data collection and analysis in line with the Study Plan. This is expected to include home-based document review, and at least two rounds of in-country interviews with key informants, at key stages in the policy development and legislative process (estimated Q3 2018 following preparation of the draft bill, and Q2 2019 after the bill is submitted to the Social Affairs Committee of the National Assembly).
  • Prepare reporting products and participate in learning/dissemination processes as prescribed in Study Plan e.g. presentation of preliminary findings to IW and DFAT

Key Requirements

The preferred applicant will have:

  • 10-15 years’ experience conducting primary and secondary political economy analysis of policy processes in developing or middle-income countries, preferably in SE Asia. 
  • Strong understanding of Vietnam’s political economy, and the mechanics of its regulatory and policy processes.
  • Demonstrated ability to rapidly build rapport with clients, and shape inputs to meet their information needs.
  • Familiarity with the barriers to women’s economic empowerment in SE Asia, and preferably Vietnam.
  • Demonstrated time management and coordination skills, under limited supervision.
  • Excellent written and verbal English skills; an ability to speak Vietnamese is desireable.
