Prevention Program Officer

The Partnership for Health Advancement in Vietnam (HAIVN), a collaboration between Harvard Medical School (HMS), Beth Israel Deaconess Medical Center (BIDMC), and Brigham and Women’s Hospital (BWH), seeks to develop capacity for high quality medical education, medical research and healthcare quality in Vietnam. HAIVN has been working to improve the health systems in Vietnam since 2003.

HAIVN, through a cooperative agreement with the US Centers of Disease Control and Prevention, provides technical assistance to the Vietnam National HIV program. HAIVN collaborates with the Vietnam Administration for HIV/AIDS Control (VAAC) provincial Departments of Health, and Community-based Organizations (CBOs) to build capacity in HIV prevention, care and treatment, improve the quality of care provided to people living with HIV, scale up antiretroviral therapy and pre-exposure prophylaxis, and reach the goal of 90-90-90.

HAIVN is seeking a Prevention Program Officer, based in Hanoi, responsible for planning, monitoring, and coordination of activities related to HIV prevention, case-finding, linkage to care and community/KP engagement in Vietnam.

Responsibilities

Assist the Country Director and HCMC Deputy Director in the development and implementation of program strategies and project activities including:

  • Develops strategic plans for HIV prevention, care and treatment interventions for key populations such as MSM, SWs, PWID and PLHIV in conjunction with CDC-Vietnam, MOH collaborators, and CBO collaborators.
  • Collaborates closely with CDC, MOH/VAAC, provincial health staff and CBOs on the design, implementation, coordination and evaluation of programs and interventions toward reaching 90-90-90 in Vietnam, with a focus on the first 2 ‘90s’.
  • Liaises with and provides training, technical support and oversight to CBOs working in CDC/PEPFAR priority provinces
  • Provides technical assistance to MOH/VAAC, provincial health staff and CBOs in the implementation of case finding, counseling and testing services, partner notification services, linkage to care, linkage to PrEP.
  • Provides technical assistance to HIV clinics in Vietnam, including private clinics, in the delivery of KP-friendly services
  • Collaborates with HAIVN Communication officer and CBO-partners to design and implement communication strategies that reach key populations in Vietnam
  • Designs and updates instruments/tools for data collection to monitor and evaluate programmatic parameters. Advises and assists in setting up systems for data collection, data quality, data review and analyses.
  • Monitors and evaluates progress of projects, detecting barriers/difficulties/problems and makes revisions as necessary to overcome obstacles and constraints.
  • Contributes to the development of training materials and tools for CBOs
  • Translates project, curricular, and materials from English to Vietnamese and vice versa
  • Provide English-Vietnamese interpretation at training courses and in communication with partners

Required Experience

  • Medical doctor or Master Degree in Public Health
  • At least 5 years of relevant experience
  • Experience in working with CBOs and key population groups in Vietnam
  • Experience working with international donor funded projects
  • Experience with management, coordination, supervision and evaluation of HIV prevention activities for key populations in Vietnam

Required Skills

  • Able to work effectively in a complex international environment
  • Passionate about improving the lives of people living with or affected by HIV in Vietnam
  • Excellent interpersonal/presentation skills
  • Well-organized and able to handle multiple tasks and changing priorities
  • Competence in Microsoft Word, Excel, and PowerPoint
  • Fluency in Vietnamese and English including reading, speaking and writing.
  • Ability to travel as necessary
