To achieve impact, PATH Viet Nam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH is implementing a United States Agency for International Development (USAID) project entitled Healthy Markets Activity with an overall goal to grow a viable commercial market for HIV related goods and services – such as condoms, HIV testing and counseling and sterile needles and syringes – that is capable of meeting the needs of populations facing the greatest risks. The expected program will include a network of complementary partners to bring about changes that result in strengthened local leadership and capacity for comprehensive and effective programming and social marketing of critical HIV goods and services.

PATH is seeking a Private Sector Advisor, based in Hanoi, Vietnam, who will be responsible for providing capacity building and strategic technical assistance to an ambitious program designed to create sustainable markets for HIV goods and services.  The Private Sector Advisor will be charged with applying and adapting international best practice in public-private partnerships, marketing and behavior change, and advising on successful approaches to create sustainable markets for low cost public health goods for vulnerable populations.  S/he will provide support to the Healthy Markets Activity project leadership, national government, and private sector networks, to shape and secure viable markets for HIV goods and services. The Private Sector Advisor will provide strategic advisory guidance and recommendations to the Chief of Party and project Team Leaders on leveraging commercial sector investment in HIV and AIDS good and services, and will help coordinate an advisory group designed to help grow the private sector’s investment in HIV and AIDS goods and services. The Private Sector Advisor will fulfill the following duties and responsibilities:

  • Provide advice to project team, government, private sector partners and other stakeholders to develop a technical strategy on public-private partnership and market sustainability for HIV goods and services for vulnerable populations in Viet Nam;
  • Provide support for implementation of the strategy, building capacity of local organizations to conceptualize and conduct strategic analyses and design approaches to address key issues such as market segmentation, demand creation, willingness to pay, product and service quality assurance/quality control, and supply chain management;
  • Work closely with Chief of Party and project team and partners to monitor progress against objectives of the project, advising on adjustments that need to be made to ensure that all objectives are met at a high level of quality;
  • Together with the Chief of Party and team leaders, represent PATH with USAID, PEPFAR partners, WHO, UN agencies, private sector networks and other agencies;
  • Based on country strategies and their intervention portfolio, make recommendations for the appropriate staffing of PATH country office to ensure that USAID Healthy Markets interventions and research are adequately managed;
  • Engage in support to the Ministry of Health and lead private sector institutions to communicate strategic directions and advocate to other government agencies (e.g. Government Office, Ministry of Finance, Ministry of Industry and Trade) to ensure policy support for best practices;
  • Assist Chief of Party to coordinate the Market Growth Advisory Board;
  • Represent project and make presentations at professional meetings and conferences;
  • Remain informed on current state-of-the-art programs related to health marketing through the review of literature and articles, and maintain links with PATH/HQ and other international bodies which specialize in health marketing and engagement of private sector;
  • Perform other related duties as assigned.

Required Skills

  • Proven technical leadership in market analysis, communication, and/or supply chain management, plus track record in brokering relationships with the private sector;
  • Demonstrated experience providing capacity building to staff and partners;
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection;
  • Ability to manage multiple tasks, consultants, set realistic priorities, and plan for the successful implementation of programs;
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance;
  • Well-developed written and oral communication skills;
  • Ability to travel up to 30% of time.

Required Experience

  • Advanced degree in business administration, communications, economics, public health, or bachelors’ degree with equivalent experience;
  • At least 8 year experience in trade, marketing, business administration or public relations;
  • Experience working in an international NGO environment desirable;
  • Experience must reflect knowledge, skills and abilities listed above.

Must have legal authorization to work in the Vietnam.
