Pro-Poor Markets Programme Officer

They are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

PRO-POOR MARTKETS PROGRAM OFFICER
(Oxfam Hong Kong)

The Pro-poor Markets Officer supports the Pro-Poor Market Program (PPM) of Oxfam Hong Kong in designing market-oriented projects, supporting the local poor communities, in particular women groups, to access markets and to reduce poverty through improved and sustainable livelihoods and women’s economic leadership in Nghe An, Quang Tri, and Dak Nong provinces.

Report to: Senior Pro-poor Markets Program Officer

The post will be based in our Hanoi office with frequent travel in Vietnam and the region.

Job Specific Competencies:
- Understanding of household economics, behavioral economics, business or market development experience including; value chains, microeconomic/sector development, business development services, business plan development, product marketing, sector analysis etc;
- Openness and willingness to promote gender equality and demonstrating basic competencies to promote gender equality;
- 5 years working experience in development sector;
- Master/University qualifications and/or clearly demonstrated expertise in a relevant area;
- Rural or agricultural sector experience;
- Design and management of community development projects;
- Partnership and alliance building including design and delivery of collaborative projects;
- Reporting and communicating outcomes to a range of audiences;
- Experience with an international development organization or consultancy;
- Understanding of Socio - Economic Development Plan (SEDP);
- Experience in management  in a cross-cultural team context ;
- Work experience in remote or difficult areas and with poor rural communities;
- Private sector or business experience;
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards;
- Takes responsibility for own work and delegated project/processes (including some leadership);
- Anticipates problems and regularly provides solutions;
- Successfully manages conflicting priorities;
- Strong written and spoken English and Vietnamese;
- Good computer skills (writing and spreadsheet programs);
- Able to travel to program/project areas on a regular basis (50% of working time).

Gross Annual Salary Full Range:    US$18,700 – US$24,700
