Procurement Officer

The Beyond WTO Program was developed in response to a request from the Government of Vietnam for donor support to help with managing economic integration and the transition to a market economy in the period after Vietnam’s accession to the World Trade Organization (WTO). The Program has been constructed to enhance Vietnam’s capacity to sustain pro-poor growth and protect poverty reduction gains through implementation of Viet Nam commitments in the WTO.

The Program is funded by AusAID and DfID. Now the Office of Steering Committee (OSC) of Beyond WTO Program is seeking qualified candidates for the position of Procurement Officer.

Responsibilities:
- Reporting to Chief Accountant on all procurement activities and expenses;
- Drafting all procurement guidelines and documents for recruiting local and international consultants involving in the Program;
- Providing guidance to agencies implementing activities on procurement processes;
- Post-checking the procurement implementation of ministries/ agencies;
- Coordinating with the Chief Accountant in assuring all procurement activities be in line with donors and GOV procurement principles;
- Reporting to the Chief Accountant and Director on all procurement activities undertaken by the Office’s activity implementers.

Qualification and experience
- University degree in finance, accounting, Investment and other relevant fields;
- Must have at least 5 years experience in procurement field;
- Experience of procurement working fields in ODA projects or procurement consultant is preferable;
- Knowledge of Viet Nam Law on procurement, Civil Law and other relevant regulations;
- Substantial understanding and experience of finance management within an international NGO;
- Planning and organizational skills;
- Excellent spoken and written English;
- Ability to work both as in team or independently;
- Competence in computer and office software.
- Proactive, creative and capable to work under high pressure.
