Procurement Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Procurement Officer, base in An Giang province.
Position information
Position title:    Procurement Officer
Contract:         6 months contract with potential for extension
Base in:           An Giang with travel to project sites as required
Position Summary
This position is responsible to conduct the project procurement of Goods and Services for the  An Giang Office and project sites.  To ensure accountability to various stakeholders, minimizes the risk of misuse of donor funds and maintain ethical procurement practices.
Main duties
Ensure all procurement of Goods and Services in compliance with the procurement policy as stipulated in the donor’s contract or IPIA whichever is applicable, the policies may be:

(1)CARE International in Vietnam procurement manual
(2)Donor requirements as outlined in OMB Circular A-122 (US Government grants), the European Commission grant contracts, and other relevant guidelines
(3)The laws of the Socialist Republic of Vietnam.

- Support programme staff preparing annual and quarterly procurement plans for submission for approval the relevant authoriser.
- Proactively identify possible new suppliers as authorize or preferred supplier and to maintain the supplier database on a regularly basis through the appropriate processes per stimulated in the procurement manual
- Ensure written authorisation is obtained prior to any procurement which is non compliance with the procurement policy.
- Ensure Limit of Authority Delegation schedule must be followed by field offices in implementation of the procurement processes
- To comply in all respects with laws, ethics and CARE standard of professional conduct in the process of procurement.
- To advise all suppliers of CARE’s mandatory policy such as Child Protection, Ethic and Moral work standard and practice etc.
- To maintain the procurement tracker to ensure it is updated regularly
- Carry out Bridger check and on an annual basis on all authorized and preferred supplier and must be documented.
- Update the Assets/Inventory Register with all necessary information (as per CARE and Donors’ requirements) for submission to Hanoi office designated staff as required per timeline and reconcile it monthly with Finance ledger.
- Coordinate half yearly physical assets verification exercise to be carried out and signed off on assets verification for submission to Hanoi office designated staff
- Monitor the movements of Assets and Inventory Items between Projects, Programmes, Offices, and Staffs as per CARE and Donor’s applicable requirements.
- Coordinate warranty, maintenance and insurance claims for all Assets/Inventory Items.
- Support staff in charge of procurement in all Field/Project offices to fulfill their roles and responsibilities by providing guidance, information and training.
- Conduct the procurement orientation of new staff, volunteers and partners upon recruitment, including distribution of key documents. If necessary follow up training to all relevant people.
- Working in close collaboration with all relevant CARE staff members and partners.
- Undertake any other duties as reasonable requested by supervisors and in line with organizational priorities.
Selection Criteria
- Bachelor’s degree in Business or Finance
- Having at least 1 year experience in procurement position and knowledge of procurement procedure commonly applied by NGOs
- Strong negotiation skills
- Strong planning and organizing skills to handle many tasks with deadlines
- Flexible and active
- Fluent English and advanced computer skills
