Program Assistant in Ha Tinh Province
East Meets West in Vietnam

East Meets West (EMW) is an international NGO headquartered in the United States and has offices in Southeast Asia. For three decades, East Meets West’s programs have benefited underserved populations in Asia. Our mission is to improve the health and well-being of underserved communities in Asia through evidence-based programs and technologies in the areas of newborn health; water, sanitation and hygiene (WASH); and education.

Currently, EMW is partnering the Vietnamese government (Vietnam Women’s Union) to implement the Community Hygiene and Water – Women Led Output-Based Aid (WOBA) with support from Department of Foreign Affairs and Trade (DFAT) in Hoa Binh, Thanh Hoa, Nghe An, Ha Tinh and Ben Tre provinces. In the framework of this program, EMW is seeking for one Program Assistant in Ha Tinh province and one Program Assistant in Hoa Binh province.

1. PROGRAM ASSISTANT IN HA TINH PROVINCE

Job summary:

  • Implement and supervise WOBA project activities of Sanitation and Water Components in Ha Tinh based on the approved WOBA objectives and plan.
  • Ensure to achieve the designed goals and progress of the WOBA project.
  • To be mainly responsible for verifying the completed latrines and report to the WOBA Program Coordinator (PC) in the Region.
  • To keep his (her) supervisors well informed of the project progress and ask for advice/support if needed.

Tasks and Responsibilities:

  • Coordinate with PWU, PCERWASS, Preventative Health Center and related local partners to implement the project activities, ensure to keep the project progress and achieve the designed objectives.
  • Provide technical support, implement and supervise the project activities at province according to WOBA Program Coordinator’s direction/ guidance and master plan of WOBA project. Attend and supervise the trainings and give feedback to the local partners accordingly.
  • Coordinate with Provincial Women’s Union (PWU) and PCERWASS to monitor the project activities randomly and submit the monthly report to PC in time.
  • Base on PC’s guidance, prepare the monthly working plan and submit to the PC for review and approval.
  • Collect, verify and file all project documents of the assigned province as project requirements.
  • Provide the PC with update information on project achievements on the monthly basis and give recommendation or ask for support if needed.
  • Sanitation:
    • Verify commune information lists prepared by Commune People Committee and sent by PWU including household information, economic situation, latrine status…
    • Be responsible for verification and certification of hygienic latrine construction on quantities and technical standards, and target beneficiaries to meet the project requirements. Then, certify the number of completed latrines for payment to PWU and submit to PC for review.
    • Supervise randomly the reimbursement from PWU to different beneficiary groups as volunteers, commune project management board, and target households.
  • Water:
    • Verify information about potential water schemes/ water private sectors sent by PCERWASS based on project selection criteria.
    • Attend meetings with PCERWASS and the selection committee to consider and select appropriate water schemes / water private sectors to participate in the project.
    • Cooperate with PCERWASS to verify and map households.
    • Be responsible for verification and certification of new connection HHs on quantities and technical standards to meet the project requirements. Then, certify the number of new connection HHs for payment to PCERWASS/ water private sectors and submit to PC for review.
    • Randomly supervise the reimbursement from PCERWASS to water private sectors.
    • Randomly check on customer satisfaction after 3 - 6 months of water service

2. ONE PROGRAM ASSISTANT IN HOA BINH PROVINCE

Job summary:

  • Implement and supervise WOBA project activities of Sanitation component in Hoa Binh province based on the approved WOBA objectives and plan.
  • Ensure to achieve the designed goals and progress of the WOBA project.
  • To be mainly responsible for verifying the completed latrines and report to the WOBA Program Coordinator (PC) in the Region.
  • To keep his (her) supervisors well informed of the project progress and ask for advice/support if needed.

  • Coordinate with PWU, Preventative Health Center and related local partners to implement the project activities, ensure to keep the project progress and achieve the designed objectives.
  • Provide technical support, implement and supervise the project activities at province according to WOBA Program Coordinator’s direction/ guidance and master plan of WOBA project. Attend and supervise the trainings and give feedback to the local partners accordingly.

  • Supervise randomly the reimbursement from PWU to different beneficiary groups as volunteers, commune project management board, and target households (GESI, poor and nearly poor HHs).
  • Base on PC’s guidance, prepare the monthly working plan and submit to the PC for review and approval.
  • Collect, verify and file all project documents of the assigned province as project requirements.
  • Provide the PC with update information on project achievements on the monthly basis and give recommendation or ask for support if needed.

Work Conditions:

  • The primary work location will be in Ha Tinh for the position (1) and in Hoa Binh province for the position (2) with regular travel to the field locations. Travel by motorbike or public transportation and overnight stays in the site will be required.

Qualifications

  • BA or College degree, preferably sanitation and environment, Social work.
  • One year of relevant professional experience, preferably working with community development projects.
  • Good computer skills in Microsoft, Email and Internet.
  • Good presentation and writing report skills
  • Able to work under high pressure and independently.

Salary and benefits will be determined based on experience and qualifications.
