Program Assistant- ChildSight
BRIEF TERMS OF REFERENCE
(Period: December 2011 to December 2012)
Helen Keller International (HKI) is an international non-governmental organization. Its mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs based on evidence and research in eye health and nutrition.
In Vietnam, they are currently seeking a Program Assistant to be monitor and evaluate our ChildSight program located in Kon Tum. ChildSight is a program designed to provide school-based vision-care services where screening, refraction, distribution of eye glasses and eye health referrals are provided to marginalized communities. They are currently moving onto our second year of the program and plan on adding 10 additional schools for screening. In partnership with the Local Department of Health, Center for Social Disease Prevention, Kon Tum hospital and Local Department of Education, HKI will work alongside these partners to ensure ChildSight’s expansion is a success. This will require the assistance of the Program Assistant to ensure constant collaboration and communication among all partners and daily reporting to HKI-Vietnam to track and trouble-shoot the progress of the program.
Job Summary:
The Program Assistant will be required to monitor all program activities and report to the Country Representative and Program Coordinator. In collaboration with all stakeholders and partners, the Program Assistant will be involved in all meetings and present at all events related to ChildSight. Development of surveys and communication media, collection and analysis of data, implementation of activities, performance of qualitative observations, and consistent monitoring and evaluation of ChildSight objectives will be required.

Collaborate with: Program Coordinator and Finance Administrator
KEY RESPONSIBILITIES
- Help manage and supervise the implementation of the ChildSight HKI-VN in Kon Tum in collaboration with local partners;
- Develop and strengthen partnerships with local partner and key stakeholders, maintaining relationships with relevant authorities;
- Develop, collect and analyze Baseline/Endline surveys, Quality of Life Surveys, and Pre/Post Test for trainings;
- Assist in the design of monitoring and evaluation protocol;
- Improve and distribute ChildSight communication materials;
- Monitor and track the progress of ChildSight ensuring activities are carried out in appropriate timely manner;
- Report to Country Representative, Program Coordinator and Finance Administrator of ChildSight progress;
- Assist local partners through participating in training program of teachers and community health workers;
- Make monthly reports consisting of observations and documentation of work in the field while making recommendations to improve the program ;
- Work with partners to ensure screening, refraction and provision of eye glasses is organized and conducted for all students within 10 schools and is coordinated with all sectors;
Duty Station:
- Kon Tum, with approximately 10% of work time in HKI-VN office in Hanoi.
- Expected starting date 20 November 2011
Requirements:
- Vietnamese citizen;
- Must be willing to relocate to Kon Tum for contractual time;
- Proficiency in Microsoft Office (Word, Excel, Powerpoint);
- Proficiency in statistical software (SPSS, SAS, STATA, etc…);
- University degree (degree in public health or education is an advantage);
- Working experience in development sector, especially NGOs and community groups;
- Strong background knowledge of eye health in Vietnam;
- Previous working experiences in health and education is preferred;
- Has skills in project management, presentation and communication;
- Knowledge in development and management of monitoring & evaluation plans;
- Understanding of and sensitivity to poverty-related development and gender issues;
- Good knowledge of spoken and written Vietnamese and English;
- Ability to work in a team environment without direct formal hierarchy;
- Demonstrates flexibility, adaptability and initiative;
- Motivated team player who can manage his/her own project and provide support to team;
- Agree with HKI’s mission and want to contribute to improving eye health in Vietnam.
