Program Associate, Monitoring and Evaluation for its SCMS Project

Management Sciences for Health is currently seeking 01 (one) highly qualified Program Associate, Monitoring and Evaluation for its SCMS Project.  MSH is a U.S. based NGO whose mission is saving lives and improving the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health.  In Vietnam, MSH is the implementing partner for the Supply Chain Management System (SCMS) project, which is providing quality medicines for people living with and affected by HIV and AIDS, under the U.S. President’s Plan for Emergency AIDS Relief (PEPFAR).  To learn more about the SCMS project, please visit www.scms.pfscm.org

I. OVERALL RESPONSIBILITIES
The Program Associate supports SCMS technical activities in Vietnam geared to assist HIV/AIDS patients. He or she works closely with the Senior Technical Advisor for Health System Strengthening to independently plan, conduct, and provide guidance on monitoring and evaluation of the SCMS project in support of the U.S. President’s Emergency Program for AIDS Relief (PEPFAR) for Anti Retroviral Therapy (ART) including management of Opportunistic infections (OIs) and laboratory supplies.  The Program Associate coordinates with SCMS technical staff, for the development and reporting and analysis of key indicators. This position will be responsible for the development and implementation of routine data collection as well as specific targeted baseline assessments and follow up assessments.

II. SPECIFIC RESPONSIBILITIES
- Project Monitoring and Evaluation: (60%)
- Involve MSH staff in M&E design, indicator selection and data reporting where appropriate.
- Review and improve data recording systems for use by SCMS.
- Implement, monitor and improve M&E data collection and feedback processes and systems within the project to ensure validity, integrity, accuracy, precision, reliability and timeliness of data collected.
- Support data collection and provide data entry.
- Analyze quantitative and qualitative data in support of program management and reporting.
- Produce and disseminate a SCMS M&E report on a quarterly basis
- Support the Country Director and Deputy Director in providing reports to USAID on PEFPAR indicators on a semiannual basis.
- Identify new and innovative M&E practices for SCMS Vietnam programs.
- Capacity building in the area of MIS: (15%)
- Work with staff to identify staff M&E capacity gaps and provide training and technical support to project staff and partner staff to ensure effective implementation of M&E related tasks.
- Facilitate M&E reflection sessions as part of on-going project management and coordination meetings or as stand-alone events as needed.
- Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing system to compile and disseminate best practices within and outside SCMS.

Project Assessments and follow ups: (15%)
- Assist the Health Systems Strengthening Advisor to liaise with the VAAC and NTP to design and implement assessments of HR and Distribution systems.
- Work with the Technical Advisor for Health Systems Strengthening in implementing project specific assessments.

Other tasks as requested (10%)

III. QUALIFICATIONS:
1. Medical Degree or Masters Degree or higher in one of the following fields;data analysis, statistics, public health, computer science, social science or related fields is required.
2. At least 3 years experience in health monitoring and evaluation or surveillance/surveys field.  Prior experience in organizational design and data collection  and data analysis; or data management, and program monitoring
3. Must be a self starter with the ability to organize multiple and varying tasks involving collaborative work with Government of Vietnam, donors and NGOs.
4. Experience and knowledge in the application and management of pharmacy systems desirable
5. Knowledge and experience in the field of HIV/AIDS is  desirable; A commitment to helping improve the health of people living with HIV/AIDS is mandatory
6. Long-term working resident experience in Vietnam with an understanding of the Vietnam public health system
7. Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients and consultants.
8. Fluency in Vietnamese with proficiency in English language, including reading, writing and speaking skills.
9. Computer skills including spreadsheet, word processing, presentation, and electronic mail; Microsoft Office Suite preferred.
10. Ability and willingness to travel extensively in Vietnam.
