Introduction

Environment and Development Action in Viet Nam (endaVietnam) is the Vietnamese antenna of enda Tiers Monde, operating in different provinces/cities in Viet Nam since 1995. endaVietnamworks with the poor in urban areas with focusing on community savings, slum upgrading, community-based solid waste system management, environment awareness, housing for low-income people, network of communities and cities. The current project areas are Hanoi, Da Nang, QuyNhon, Ha Tinh, Kon Tum and Ho Chi Minh City.

Since 2010, ESCAP is a program initiated by UN-ESCAP and Waste Concern, Enda Vietnam which seeks to improve waste collection services and provide better income and working condition for waste
pickers.

In order to provide well management to the project, EndaVietnamis seeking a qualified person to work as Consultant from August to December 2012. This can be extended to fixed term contract since 2013.

The Program Coordinator will oversee coordination and organization of all activities of the Pro-poor and Sustainable Solid Waste Management project in Viet Nam. He/she will lead facilitation of planning,
implementing, monitoring and evaluation of the project with stakeholder’s participation by participatory tools. He/she will be responsible for effective execution of the project to achieve the project objectives efficiently and sustainably. He/she also will take one of the key duties to ensure effective and smoothly communication and sharing experience among the stake holders inside and outside Viet Nam as well as with UN-ESCAP and other partners.

Key Tasks and Responsibilities

1. Program Management

Project Planning
- Coordinate to conduct quarterly and yearly project plans with the collaboration of stakeholders
- Coordinate to organize workshops for planning with participation of stakeholders

Project Implemetation
- Coordinate to implement project activities in line with planned progress and estimation according to the agreement between stakeholders. Especially, Program Coordinator is to ensure to satisfy objectives and expected results in networking and coordination among project run by EndaTranslate, adapt and print a manual for operations of an IRRC, based on Waste Concern operation manual
- Facilitate stakeholders participation to set up 5 years strategic plans on source separation for 2 cities
- Provide technical assistance to targeted areas, conduct capacity building activities in line with ESCAP’s recommendation and designs and of good quality
- Coordinate to combine project activities in satisfaction of actual and proper needs of targeted groups
- Follow up and coordinate with community development and CDF projects in QuyNhon, Da Nang and Ha Noi

Monitoring and Evaluation
- Conduct field trips to monitoring and support local partners every month
- Coordinate with project staffs and other colleagues for project monitoring and evaluation
- Coordinate to collect and analyze information and database and prepare common workplan, periodically report of project activities
- Prepare progressive reports monthly, quarterly, yearly to meet Enda and donnors’s requirements and guidelines

2. Develop new project proposals based on initiatives from CDF and IRRC project
- Coordinate with project staffs and colleagues in other countries for initiatives of the best technical support/practice for IRRC
- Conduct workshops with stakeholders for initiatives for IRRC
- Develop project proposals from inputs of stakeholders,colleagues on initiatives for IRRC
- Coordinate with stakeholders to create and develop network for IRRC in the program areas

3. Supervision
- Provide supervision and responsibility of direct report from 1 Project Officer
- Provide supervision and coaching to 1 or 2 Project Interns

Other tasks
- Support and coordinate for preparations of CDM project in Vietnam
- Networking
- Coach and share experiences with junior staffs
- Provide guidances and collaboration with Voluntary officers/Interns when needed
- Other tasks assigned by Country Director

Qualifications:
- University degreein sustainable environment/social work or related areas
- Minimum 3 years working at a managerial position in INGOs environment or development agencies
- Very good experience on communication for behavior change, working with community and participatory approach
- Very good skills on training, coordination, organizationand communication, especially in team working
- Experience on waste sorting at source will be an advantage
- Good in English skills both writing and speaking
- Willingness to frequently travel to site and ability to work under pressure
- Proactive, patient, teamwork, committed and good listener
