Position Summary
The Program Development Lead will play a pivotal role in launching HSCV’s ambitious 2025– 2027 Strategic Plan, which includes the expansion of program areas, a complete overhaul of implementation methods, and a targeted approach to reach underserved communities. Reporting to the Executive Director and working alongside the Country Manager, this role involves managing the Youth Investment Program (YIP) team, leading the development of the Blossom Program, and ensuring the holistic delivery of all HSCV programs.
This position is ideal for someone who values a grassroots approach and is eager to apply their full expertise to drive impactful change.

Key Objectives

Responsibilities
- Program Development and Implementation
- Oversee the realignment of current programs, with a focus on YIP and the development of the Blossom Program in rural contexts.
- Design and implement strategies to expand program areas and overhaul methods to maximize impact.
- Monitoring, Evaluation, and Budgeting
- Develop tools and frameworks to monitor and evaluate program impact.
- Create and manage program budgets to ensure alignment with strategic goals.
- Team Leadership and Capacity Building
- Manage the YIP team, providing mentorship and building capacity to deliver highquality programs.
- Foster collaboration across teams to ensure the effective delivery of all programs.
- Stakeholder Collaboration
- Engage with local communities, government authorities, and donors to build partnerships and ensure program success.
- Represent HSCV at meetings, events, and other forums as needed.
Summary of Basic Requirements
- Bachelor’s or Master’s degree in Development Studies, Social Sciences, or related fields.
- Minimum of 5 years of experience in program development, team management, and monitoring and evaluation, preferably in grassroots or rural contexts.
- Proven ability to design, manage, and evaluate programs and their budgets.
- Strong interpersonal, leadership, and communication skills.
- Proficiency in English and Vietnamese.
Preferred Skills/Qualifications
- Experience working with nonprofits, INGOs, or foreign organizations.
- Familiarity with rural development and community engagement approaches.
- Proficiency in MS Office and other relevant tools.

Compensation and Benefits
- Monthly salary based on qualifications and experience, paid bi-monthly.
- Coverage of all travel expenses.
- Compulsory insurance and motorbike insurance after one year of employment.
- Standard working hours: Monday–Friday, 8:00 AM–5:00 PM, with lunch and breaks.
- National holidays off, plus 12 personal days in the first year and 20 days annually thereafter.
- Occasional evening and weekend work required.
