Program Development Manager

Hagar is an international Christian non-governmental organization committed to the recovery and economic empowerment of women and children from extreme disadvantaged backgrounds; particularly human trafficking, sexual exploitation and domestic violence. Purpose:
The Program Development Manager will be responsible for identifying and securing funding and resource opportunities to support Hagar’s work with extremely disadvantaged women and children in Vietnam.

Duty Station:
This position will be based in Hanoi, and will report directly to the Country Representative of Hagar Vietnam.

Employment Status:
Full-time position (initial three month term)

Duties and Responsibilities:
1. Design and implement a strategy to identify and secure suitable sources of funding and resources to support Hagar’s evolving work with extremely disadvantaged women and children in Vietnam, including:
- Identify and proactively pursue grant and fundraising opportunities;
- Prepare grant applications, concept notes and proposals;
- Coordinate fundraising activities and events;
- Seek in-kind and pro-bono support from relevant companies and service providers;
- Build a solid donor base representing the local and international community with a view to expanding Hagar’s services to disadvantaged women and children;
- Establish formal and informal networks with government and non-government partners;
- Build strategic and lasting partnerships with investors, donors and private sector partners;
- Oversee organisational compliance with statutory regulations, contractual obligations and donor administrative requirements.

2. Participate in financial forecasting at the project and organisational level to determine necessary funding and resource requirements.
3. Secure suitable funding and resources to support Hagar Vietnam’s annual operational requirements.
4. Establish and implement transparent budget monitoring systems and uphold the highest level of organisational governance, including:
- Ensure due diligence in the delivery of project activities and budget spending;
- Advise management and staff on user-friendly financial management systems, tools and procedures for the successful delivery of projects within budget;
- Guide management on contract negotiations, grant cash-flow requirements, cost recovery requirements and potential funding gaps.
- Create and maintain a timetable for financial reporting and necessary audits;
- Support and participate in internal and external audit requirements;
- Manage effective tracking of grant income, ensuring that all allocated finances are collected and acquitted in a timely manner; and
- Prepare and review high quality financial and narrative reports relating to grants and donations.
5. Actively build collaborative relationships with Vietnamese and international government agencies, Embassies, key stakeholders and other like-minded organisations at the national, regional and international level with a view to securing awareness of and financial support for Hagar’s work with disadvantaged women and children.
6. Promote effective financial administration within the organisation including dialogue and cooperation with the Country Representative, team leaders, finance officer and other staff, as appropriate.

Selection Criteria (Desired)
- A minimum of a Bachelor’s degree in Finance, Economics, Accounting, Marketing, International Development or a related field (relevant Master degree will be an asset);
- A minimum of five years’ industry experience in fundraising, grant management or financial management in an INGO;
- Demonstrated success in securing grants and funds and managing bilateral/multilateral grants and contracts;
- Demonstrated project management skills (including skills in time management and task prioritisation);
- Excellent verbal and written communication skills and demonstrated success in writing proposals and grant applications;
- Demonstrated skills in event management and proven success in fundraising;
- Experience in managing programs that have resulted in an increased acquisition of funds;
- Excellent Microsoft Office skills including practical experience in using accounting software for financial management purposes and databases for donor management;
- Proven experience in working with non-financial project staff and advising them on financial management and compliance matters;
- Demonstrated ability to produce financial estimates and reports to a high level of accuracy and professional presentation; and
- Demonstrated success in building effective networks and relationships that engage donors, governments, and other stakeholders to support project objectives.

Additional Qualifications:
- Experience working in a cross-cultural environment;
- Experience providing training and building the capacity of non-financial personnel;
- Experience working in an INGO or NGO;
- Self motivated and able to work with limited supervision; and
- Ability and willingness to work under pressure as part of a professional team.
