PSI currently seeks a talented and motivated individual to work as PROGRAM FINANCE OFFICER with our dynamic, results-oriented team in Hanoi This position will be 2-year full-time contract with possibility of extension and report to Senior Manager, Knowledge Management & Communication (KMC)

Job summary: The position will be working closely with Finance team and daily supervised by Finance Director to ensure Program-related financial information/documents within PSI’s programs and projects are being well managed and properly used in accordance with PSI’s policies. This will include to support and guide implementing partners on financial management.

Key responsibilities include but not limited to:

  • Implement finance services i.e. payment and financial transaction including (i) timely and accurate payment in full compliance with PSI policies; and (ii) verification and support effective internal controls, budget preparation, monitoring and modification;
  • Provide administrative support to Program’s training, meeting, workshop, partnership meeting;
  • Process advances to and request for payment from local implementing partners in accordance with PSI policy;
  • Provide guidance to and support implementing partners to prepare financial reports and finance related forms in accordance with PSI policy;
  • Review financial reports and support documents submitted by implementing partners;
  • Track outstanding advances and reports as well as promptly follow-up with implementing partners on these issues;
  • Support organization of training for the implementing partner on financial management;
  • Create and maintain files and records relevant to Program’s finance;

Qualification requires:

  • Have relevant education at academic level, in accounting or finance - a must;
  • At least 2-year experience working related in accounting/finance - and in other INGOs is a plus;
  • Proficiency in using computers and standard office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;
  • Integrity and diligent at work and a good team player;
  • Demonstrated ability of analytical thinking skills and result oriented;
  • Good oral and written English.

Annual gross salary range US$ 8,918 - US$ 16,562 (pending candidate’s expertise)
