Program Manager

The East Meets West Foundation (EMW) is “the foundation for learning, healing and health".  Founded in 1988, EMW has a 23-year track record of innovative and effective work in Vietnam and a vast portfolio of completed projects. EMW projects and programs are known for their high quality, long-term sustainability, emphasis on results and significant scale.

EMW is in parnership with Passerelles Numériques (PN), a French non-profit organization, to give access to the most underprivileged young people to employment opportunities in IT through personal and professional development programs.

In the frame of this partnership, They are now seeking a Program Manager to manage Passerelles Numériques training and scholarship program in Danang.

1. General objectives of the position
After the launching phase of the program (03/2010-07/2011) the project manager will handle the development of the program. The program has enrolled a pilot class of 30 students in September 2010 and will reach a capacity of 200 students by beginning of the third year of the program (2013)

2. Responsibilities
The Project Manager will work under the supervision of PN Director of Operations, who will be based in France with frequent stays in Asia. The Project Manager’s duties are to develop the IT training program and to manage various aspects of the project:
Operations aspects :
- Consolidate and manage a local team of 5 persons
- Develop the training center, set up new labs.
- Manage a student selection process on various provinces in partnership with organizations from the field of education
- Manage student social follow up : boarding houses, allowance
- Develop a network of local partnering companies
- Develop a Business Life Training program and a job search support office
- Manage and coordinate various local and international volunteers
Administrative aspects :
- Relations with local authorities
- Project financial management and optimization
- Managing partnerships with training institutions and private partners

3. Required competencies
- Project management skills with strong capacity to anticipate on needs, and care for details
- Team management skills
- Excellent level of spoken and written English
- Spoken Vietnamese
- Good general knowledge of IT (technology trends, stakes, market opportunities)
- Capacity to manage and optimize a budget
- Knowledge and interest for the stakes of superior education
- Good communication skills
- Capacity to work with flexible hours

4. Required qualities
- Leadership and open-mind
- Passion for training and socio-professional insertion of underprivileged students
- Interest for development and capacity building projects
- Capacity to evolve in varied and multi-cultural environments

5. Appreciated experiences
- Experience as a volunteer
- Experience as a trainer
