The Race to the Top Program in Vietnam (RTTT) was shaped late 2014, early 2015 by 3GF, development agencies, apparel and footwear companies, and sector associations and programs to create “an apparel and footwear industry that serves as the foundation for creating sustainable (financial, social, and environmental) economies where it operates”. Together, officials from Vietnamese ministries, apparel and footwear buyers like GAP, PVH, and Levi’s, Vietnamese and international manufacturers, impact investors and financial institutions like the IFC, embassies, and industry and civil society organizations like the SAC, Better Work, and Vitas jointly shaped a vision on how to catalyze sustainable growth in Vietnam.

The Program Manager, based in Hanoi and reporting to the IDH Country Director of Vietnam, is responsible for the successful implementation of IDH’s Race to the Top Program on the ground in Vietnam. The Program Manager will work closely with a diverse group of stakeholders, including the Vietnam Government and the Vietnam apparel and footwear industry.

Candidates will be selected on the basis of six key criteria:

  • Deep knowledge of Vietnamese apparel and footwear industry
  • Strong track record in pragmatic improvement approaches for more sustainable manufacturing practices
  • Fluent in Vietnamese and English
  • Able to manage programs with a diverse group of stakeholders, define common goals and implement actions able to act both on a strategic level and an operational level
  • Able to convene, facilitate and align stakeholders and taskforces
  • Strong knowledge of and working relationship with VN government and associations

Core Job Functions

1. Strategic program development [10%]

  • Contribute constructively to strategic planning
  • Supports the planning process and monitoring of the program
  • As directed, engages in constructive relationships with program stakeholders to support Race to the Top / IDH strategic aims

2. Program management [60%]

  • Responsibility for ensuring targeted results and impact in the development and implementation of the program task forces and PPP as described in the 2016 RTTT Vietnam work plan.
  • Supports the organisation of input from the program partners, suppliers, government and other stakeholders in Vietnam
  • Run the required RTTT Vietnam program facilitation, administration, and reporting within the overall global IDH apparel program structure
  • Manages contracts with implementing partners and consultants (with legal and administrative support of the IDH Operations team in Utrecht)

3. Events and workshops [10%]

  • Plan, organize and coordinate events and program stakeholder workshops as required. (Next event likely to be in Hanoi/HCMC in November)

4. Stakeholder management and networking [20%]

  • Responsibility for working on the maintenance and expansion of the IDH network and donor base, supporting colleagues doing similar work and contributing to the further strategic development of IDH while maintaining contacts with existing program stakeholders and identifying potential new stakeholders, especially within Vietnam.

Supporting the requirements

  • Experience in apparel and footwear supply chain sustainability issues, from a producer and/or buyer perspective
  • Works to achieve agreed objectives and is accountable for meeting or exceeding them
  • Plans and manages own time effectively
  • Track record in process management and change management
  • Working and thinking at Master degree level
  • Experience in working with people from different cultural backgrounds
  • National and regional travel may be required (up to 15%)
