Program Officer – M&E/ Data

IDH – The sustainable trade initiative - IDH Vietnam Landscape/Coffee program

We are excited to be searching for a proactive and pragmatic Program Officer with an interest in supply chain sustainability to join our team, and we hope it’s you!

Your role

To ensure Landscape/Coffee programs and our portfolio projects in Vietnam is delivered on track, in alignment with established targets, IDH is looking for one (01) Program Officer who is able to oversee the assist in overseeing the monitoring, evaluation of the programs, including field level projects. In addition, the candidate will also provide support to ensure effective programs Operations. The role reports to the Vietnam Landscapes/Coffee Program Senior Program Officer, and receives technical guidance from the Central Highlands Technical Coordinator and the global M&E Advisor. The role will have extensive contact and liaison within internal departments and external partners.

This position relates to two of our key programs in Vietnam:

  1. The Initiative for Sustainable Landscapes (ISLA) Program, operational since 2015 in the Central Highlands. The ISLA operates under the following fundamentals: An integrated and cross-sectoral perspective tailored to the local landscape and local needs; Engagement of all relevant stakeholders, explicitly including the private sector perspective sourcing from the area; and Long-term commitment towards sustainable development of the landscape.
  2. The IDH Coffee program aims at improving efficiency of the coffee value chain and the quality of service delivery to farmers for sustainable coffee production. The Coffee program and the ISLA program are fully aligned to create larger impact at scale.

Key responsibilities

1. Monitoring and Evaluation (70%)

  • Support the roll-out of our corporate Result Measurement Framework and general quality assurance of the data collection and reporting across the Central Highland landscape, including but not limited to:
    • Be responsible for the operation of M&E system, encouraging the system adoption of IP and IDH staffs
    • Liaise with the Programs Coordinator/Manager to monitoring the implementation of FLPs (specifically on KPIs, quarterly and annually) as IDH requests, including reviewing reports, providing feedback to the field officers and partners, and consolidate and report to the Senior Program Manager on the progress of the projects (especially on the KPIs)
    • Implement the Primary data collection process – following the identified guidelines, with support from Field Officers and guidance from global M&E Advisor and Technical Coordinator.
    • Support overseeing the data quality control and data analysis (which is conducted by an external consultant)
    • Provide calculation for program strategy/project development using available data upon request
    • Update the function, database and system, if necessary.
  • Support the mid-term and end-term Program Evaluation and conduct relevant impact studies that can help collecting additional insights on the impact of their program
  • Collect required input for SourceUp platform on Compact/Project-level information/targets/results.
  • Collect required input for IDH monitoring tool such as Landscape Diagnostic Tool

2. Operations:

  • Annual Plan/Report: based on the input provided by the Program team and from M&E systems, support the preparation of Annual Reports/Annual Plans for the Programs
  • Communication: contribute insights (especially data-driven information) to develop communication and other materials
  • Learning:support the dissemination of knowledge in Central Highlands and Vietnam; identify and document the lessons learned based on local reality on the ground.

Who you are

  • You are an experienced project officer in the area of sustainable agriculture management and/or natural resources management. You combine technical knowledge with facilitation and negotiation skills and an entrepreneurial mindset. You have a solid understanding of the sustainability issues in agricultural supply chains, especially on coffee in the Central Highlands region.
  • Program Officer will be based in Hanoi or Hochiminh and will work in full -time manner under the personnel management of the Senior Program Officer.

What you bring

  • Bachelor degree (preferably Master) in relevant fields, such as data management/analysis, development, economics, environment, management
  • Experience with program/project M&E or data management, prefereably in the area of sustainable agriculture management and/or in natural resources management or relevant themes
  • Experience working in coffee sector or in Central Highlands is an advantage
  • Good facilitation and negotiation skills and an entrepreneurial mindset
  • An eye for details
  • Vietnamese speaking, with proficient English skills
  • Willingness to travel extensively to the Central Highlands area
