Program Officer

ABA ROLI was established in 1990 as a public service project of the ABA to promote the rule of law around the world and has implemented legal reform programs in more than 100 countries.
JOB SUMMARY
ABA ROLI is seeking a Program Officer to be based in Hanoi, Vietnam to ensure effective support of daily administration of office tasks and functions and to assist the Program Director(s), Program Manager(s) and the Finance and Operations Officer in managing programs, budget planning and monitoring and evaluation of activities. The Program Officer will work on programs to advance the rule of law in partnership with legal institutions in Vietnam, for example, training lawyers providing free legal services to victims of human trafficking, organizing moot competitions for law students with universities, developing the criminal trial advocacy skills of lawyers, prosecutors and judges.
The initial duration of contract is expected to be for approximately 2 years, with potential for extension, and is currently anticipated to commence in April 2019.

RESPONSIBILITIES
Office/Program management:
- Facilitate smooth implementation of programs and office activities by providing administrative assistance/support in both technical and non-technical operations;
- Provide general administrative services such as asset and facilities management including annual tracking of commodity end-users, listing and periodic inventory of expendable and non-expendable properties;
- Maintain tracking of consultants and/or short-term technical assistants’ contracts, contact information and credentials;
- Prepare correspondences to partners as requested;
- Assist in providing inputs to project reports, feedback forms for M&E purposes and contribute to project designing;
Procurement and logistics support:
- Provide logistical support, for example, soliciting vendors for procurement actions, market research, contract liquidation preparation;
- Provide logistic support for all program activities, including conferences and trainings, meetings, workshops;
- Provide logistical arrangements to the Vietnam team and partners for program-related domestic and international travel, including ticket booking, car rent booking, visa application, lodging, and airport pick-up for all program-related travels as requested;
- Assist in reviewing and processing project invoices/billing statements/statements of accounts;
Translation/Interpretation:
- Translate documents from English to Vietnamese and vice versa as requested;
Other duties:
- Abide by all local laws, ABA ROLI’s and donors’ policies and procedures;
- Performs other related duties as required.
QUALIFICATIONS
- University degree in Social Sciences (Law, Economics, Finance, Commerce and/or Accounting).
- At least one year of relevant professional experience, ideally more.
- Experience with international organizations, embassies and law firms is desirable.
- Advanced IT skills, particularly Microsoft Office software.
- Demonstrated ability to work effectively as an individual and as a team.
- Excellent written and verbal communication skills.
- Ability to use discretion when working with confidential documents and information.
- Fluency in Vietnamese and English.
- Ability to travel within Vietnam.
- Interest in and commitment to the rule of law.
