Our pillared strategy includes access to safe equipment, public awareness campaigns, school-based and targeted population campaigns, technical assistance particularly focused on legislative advocacy and helmet standards, and research, monitoring, and evaluation.

Currently, AIP Foundation has approximately 50 staff with offices in Ho Chi Minh City and Hanoi in Vietnam, Phnom Penh in Cambodia, Bangkok in Thailand. Summary

The AIP Foundation is seeking a full-time position of the Program Officer (PO) who will be based in Ho Chi Minh City Office in Vietnam.

The Program Officer (PO) leads the delivery of projects and programs of AIP Foundation in the Vietnam Country Office, coordinating with internal and external stakeholders. The PO is expected to report directly to the Country Manager (CM) and is supervised by the assigned Program Manager (PM). The responsibilities listed below are inclusive, but not exhaustive, of the role.  It is reasonable to assume that additional tasks will be requested, as and when needed.

Appraised: This role will be appraised by the CM and PM.

Overall & Strategy

 

 

 

 

  • Support Ho Chi Minh City-based Program Managers to implement some components of large-scale projects and programs.
  • Lead implementation of assigned projects and programs throughout the project life-cycle from conception to conclusion; including project/program design, planning, implementation, monitoring and evaluation, and reporting
  • Ensure all program/project activities meet stakeholder’s expectations, and comply with donor and government requirements, as well as AIP Foundation’s internal standards and procedures.
  • Build and maintain relationships with various government and non-government (NGO) agencies and coordinate cooperative activities with other NGOs and local and national governmental agencies.
  • Lead communications with national and provincial media journalists to release news of all projects/programs.

Program Design and Development

 

  • Collaborate with Development team on proposal development and design of activities
  • Liaise with relevant stakeholders and government to provide input to proposal development
  • Contribute to the design of effective activities

Program planning and implementation

  • Design detailed program activities in coordination with donor, government and other stakeholders.
  • Collaborate with M&E Department to develop M&E framework.
  • Develop coherent and strategic work plan; update work plan regularly and measure progress against contractual requirements and AIP Foundation internal standards.
  • Organize program activities and events ensuring they meet planned scope, schedule and deliverables while being accountable for Program budgets, and meeting donor expectations.
  • Manage timely production of all required Program materials, in collaboration with Communications Department (if required).
  • Identify opportunities for increasing Program impact in the community; leverage changing external environment to create greater impact for the community.
  • Manage relationships with school administrators, teachers, parents, youth groups and other beneficiaries to ensure successful implementation.
  • Work closely with Program Managers to prepare press release and media list for all projects/programs when needed.

Program monitoring, evaluation, reporting, learning and sharing

  • Closely liaise with M&E Department throughout Program implementation; provide input for M&E to develop appropriate methods and tools; implement all M&E activities under M&E department’s guidance and according to framework.
  • Collaborate with Communications Department to create content and promote program achievements and results, through social media, news updates, case stories, and other channels.
  • Write reports to donors and stakeholders; ensure compliance and timely submission on assigned projects/programs.
  • Identify strengths and weaknesses in Program design and components, initiate internal lessons learned discussions, and adjust Programs/Projects to be more effective.
  • Contribute to the dissemination of program results with a view to influencing changes in policy to improve road safety legislation.
  • Effectively represent AIP Foundation publicly, if assigned, in alignment with the organizational values and behaviors.

Program Administration

  • Maintain proper Program filing system and update central Program databases and server regularly.
  • Input program data into M&E data tracking sheet after completion of each activity.
  • Ensure compliance of Program activities with donor and government requirements.
  • Conduct all activities in compliance with AIP Foundation’s internal processes and policies.

Partnerships

 

  • Contribute to maintaining and establishing excellent working relationships with donors.
  • Establish and strengthen working relationships with national and local governments and stakeholders.
  • Maintain national and local media and press networks to deliver projects/programs’ messages.

Requirements for qualifications, skills, and experiences:

  • University degree in social development, public health, education, transportation, urban management, or related field.
  • A post-graduate qualification in program management shall be an added advantage.
  • At least 5 years of working experience in a similar role at international organizations or NGOs.
  • Proven track record of successful program implementation and coordination of multi-sector partners.
  • Able to work effectively in a multi-site organization with a matrix structure, requiring strong communication, organization & negotiation skills.
  • Flexible attitude, ability to manage multiple tasks and to prioritize while managing expectations.
  • Good interpersonal skills: and the ability to work effectively in a team.
  • A dynamic and professional, result-oriented individual with initiative.
  • Excellent written and verbal English.
  • Advanced computer skills, especially MS Office applications.
