MI is an intergovernmental organization that contributes to regional cooperation and integration through capacity development, dialogue, and advocacy for the acceleration of sustainable socioeconomic development and poverty alleviation in the Greater Mekong Subregion (GMS).
Founded and represented by Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam, MI’s strategies are aligned with the core tenets of the GMS Cooperation Program Strategic Framework 2030, ASEAN Economic Community, and the 2030 Agenda for Sustainable Development.
MI supports these frameworks through the implementation of projects across the areas of Agricultural Development and Commercialization, Trade and Investment Facilitation, and Sustainable Energy and Environment, while addressing issues of social inclusion and vulnerability, digital economy and innovation, and labor mobility to cement holistic and sustainable development impacts in the subregion and beyond.
Program Officer, Trade and Investment Facilitation (TIF) Department
We are seeking a Program Officer for Trade and Investment Facilitation (TIF) Department, reporting to the Director of TIF, the Program Officer is responsible for assisting the Trade and Investment Facilitation Department (TIF) team in the implementation of project activities.
Main deliverables, responsibilities and tasks
Logistics, Financial and Administrative Support:
- Provide logistic services for arrangement in all pre, during and post activity arrangements for transportation, meals, and accommodation
- Prepare internal budget requests, payment requests, receipts filing, and expenditure clearances
- Assist in procurement and contracting of consultants and resource persons including supervision of delivery, contract terms, and payment
- Assist other team members in event organizations and training activities as needed
- Maintain contact list of participants’ and project stakeholders in an appropriate filing system
Project Management and Communications Support:
- Assist the team in designing and implementing program activities including workshops and seminar events, capacity building training programs, seminar, research and evaluation, etc.
- Assist with facilitation and content preparations for capacity development activities
- Prepare and send out participants’ invitation letters, participants’ manuals, advanced training program materials, and pre and post feedback forms
- Document program proceedings (workshop reports, minutes, etc.) and disseminate program documents after editing to participants and partnering organizations
- Ensure lecture notes, readings and course documents are filed accurately for MI records, and coordinate with IT section and CKM on MI Intranet.
- Assist respective project managers in coordination of all aspects of planning, implementing and evaluation of workshops conferences and MI official functions as assigned.
- Prepare/draft completion reports and perform post-training follow up activities in accordance with MI standard and/or as required by development partners.
- Any other ad hoc tasks assigned by management
M&E and Research Support:
- Gather and consolidate data of project activities for inclusion in MI’s organization-wide M&E system
- File and compile project data and information for quarterly activity reports, mid-term and year-end performance reports
- Co-facilitate learning program sessions, field visits, and primary data collection for research and evaluation activities
- Prepare visual arts and graphics for presentations, report cover pages, and social media posts, and any other public/donor communication materials
- Draft news release and digital content materials
- Contributions to research projects as required
Required qualifications, skills and experience
Essential
- Bachelor’s degree in Project Management, International Development, Business Administration, Economics, Social Science, or any related field
- At least 3 years’ experience in similar role at an international development organization in one or more of the Greater Mekong Subregion countries
- Practical knowledge in project management from planning and budgeting to executing, monitoring progress, evaluating results, and reporting.
- Experience in developing public communications materials such as creation of contents for project news, blogs, digital content for web page, etc
- Understanding of basic accounting procedures and financial reporting
- Proven track records in facilitations of capacity development activities capacity building activities-training, workshops, forums etc,
- Excellent communications and interpersonal skills
- Experience working with multi-donor stakeholders is an asset
- Proven ability to work in a team and coordinate with others
- Proficient user of all Microsoft Office applications, Google tools/apps, and Canva
- National of Cambodia, Laos, Myanmar, Vietnam, Thailand is preferred
- High proficiency in English language is required
Desirable
- Knowledge of GMS and development issues
- Skills in any of the GMS country languages
