Program Officer

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development.

In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people via approximately 20 programmes and projects  covering the following three priority areas of cooperation: 1) Sustainable Economic Development and Vocational Training; 2) Environmental Policy, Natural Resources and Urban Development; and 3) Health.

We also act in other fields of cooperation such as support in strengthening local institutions via small-scale projects as well as in awareness raising on policies and laws; consultation on legal issues for Government Office; promotion of networking and Capacity Development for the returning and Vietnamese experts, potential decision-makers, professional journalists; cooperation with private sectors; personal placement of German and International experts, technical advisors, development workers and young volunteers with employers and partner organizations in Viet Nam.

In the field of legislation reform, the GIZ provides supports through further training measures, dialogue, and internships to the Office of the Government’s Legal Department and an extended circle of participants from relevant stakeholders such as the National Assembly’s Legal Committee, the Ministry of Justice, other ministries and institutions providing further legal education. Focus areas are the strengthening of technical capacity, the improvement of the understanding of democratic and constitutional laws and international legal standards, as well as the improvement of the institutional and functional organization of legislation. Our project “Strengthen the Legal Development Capacity of the Office of the Government” is looking for a qualified Vietnamese national to fill the following position:

Program Officer (advisor in legal affairs)
Duty Station: Hanoi, with possibility of part-time working
Expected Start: June 2013
Duration: Until December 2014

Main responsibilities:

- Advisory function as the National Expert in legal affairs for the project
- Analysis of the legal situation in Vietnam in selected fields of interest
- Technical consulting and organization of seminars and workshops in close cooperation with the Vietnamese partner and German experts, including identification of suitable participants;
- Organization of short-term visits of German experts and consultants to Vietnam;
- Professional participation in seminars, workshops, study tours, other project activities;
- Documentation of the project content, including technical and conceptual supervision of knowledge management;
- Monitoring and evaluation of activities in line with the project targets;
- Regular reporting on project progress and recommendations for future improvements;
- Liaison activities and participation in relevant coordination meetings and workshops.

Minimum qualifications:

- Master Degree and professional experience in Law / Legislation;
- Minimum of 5 years of professional experience in a similar position
- Knowledge about Law / Legislation context in Vietnam and preferably in Germany;
- Previous experience with an international organization is an advantage;
- Project management and communication skills;
- Ability to work independently as well as in a team;
- Vietnamese mother tongue; Fluency in spoken & written German or English; knowledge of the other language  is an additional advantage;
- Proficiency in computer applications (e.g. MS Office).
