Program Officer

1. Summary

AFAP Viet Nam is an international aid organization specialising in innovative projects in health, rural development, governance and environment since 1989.

The organisation is seeking qualified candidates for the post of Program Officer to manage the governance thematic programs of AFAP in Viet Nam.

The Program Officer is expected to provide technical assistance on social accountability to program teams and local partners to ensure timely and effective project implementing, reporting, donor liaison and activity planning. The post holder should understand and ensure quality assurance of project outputs and work closely with local and national government agencies.

Annual gross of the post ranges between US$ 13,000 and US$ 15,200

AFAP Program Officer will be based in Ha Noi and report to Program Manager

3. Key Responsibilities

Program Management and Implementation

- Be a focal person in social accountability research and advocacy work
- Lead and supervise governance projects on social accountability
- Project development and administration, ensuring donor contractual commitments are met.
- Participate in the development and review of all project documents;
- Prepare Terms of Reference for consultants and manage them;
- Work with project partners in the development of workplans that are consistent with the project’s objectives.
- Identify and help address issues and problems that may jeopardize outputs, including risk management analysis.
- Organise and assist in the implementation of technical training workshops for district, commune, and village level partners.
- Organise and participate in project mobilisation and planning meetings.
- Facilitate active involvement of partners in all stages of the project.

Monitoring and Evaluation

- Establish and manage project monitoring and evaluation systems.
- Develop appropriate monitoring systems and work with local partners to collect information on project indicators on a monthly basis.
- Collect monitoring data on a monthly basis to help with evaluation.
- Assist in evaluating implementation processes, effectiveness and impact for all projects.
- Organise review and evaluation meetings as well as present information and results at key meetings.

Reporting

- Prepare project reports required by donors and other agencies.
- Report monthly or quarterly on the progress of project activities depending on size/ scale of project.
- Complete field trip reports.
- Provide template to partner to complete activity reports and quarterly reports.  Provide guidance to partners

Communication and Fund Raising

- Represent AFAP Viet Nam at approved professional forums, meetings and/or conferences.
- Promote the work of AFAP through the presentation of professional reports, articles and papers for publication (as appropriate).
- Identify donor opportunities for program development in collaboration with partners.
- Assist Program Manager in implementation of other programs.
- Develop concept papers and proposals that comply with Vietnam Government priorities and AFAP Viet Nam’s programming priorities and strategic directions (needs assessment, proposal development, proposal submission)
- Build capacity of program staff and partner organisations on social accountability.

Networking and Advocacy

- Attend conferences and seminars in Vietnam or internationally
- Attend network meetings in Hanoi
- Contribute to advocacy and public awareness events/campaigns

4. Requirements:

- At least 5 years of NGO administrative and project management experience.
- Knowledge of, and interest in governance and social policy
-Track record in project proposal writing including budgets and logframes
- Excellent interpersonal and communication skills
- Ability to work effectively within a team and to supervise/coach staff
- Willingness to travel to project sites on a regular basis
- Flexibility in work including a willingness to learn and adapt to new situations
- Good computer skills (Word, Excel, Power Point), be able to use other data analysis software.
- Fluent English and Vietnamese, both spoken and written
- Bachelor’s degree in a relevant subject (social science, public policy, development studies). Master degree is preferable.
