Program Officer

East Meets West (EMW) is a non-profit organization registered under 503 c regulation in the US.  With headquarters in the US, EMW operates in 7 countries: Vietnam, Cambodia, Laos, Myanmar, East Timor, India, and the Philippines. Office in Ghana is under consideration.   EMW works in three core areas: a) water, sanitation and hygiene; b) health; and c) education.  A Vice President, reporting to the President of EMW, leads each of these core areas.

EMW has worked in Vietnam for the last 26 years, where it focused mainly in program implementation.  In 2010, EMW began to expand to other countries to implement neonatal care programs in all above countries, and water and sanitation in Cambodia and Lao PDR.  During the last three years, EMW’s work has generated interest from the development community for its program innovation, impact and advocacy in health and water and sanitation.  

Currently EMW is implementing two large grants from the Gates Foundation for Community Hygiene Output-based Aid (CHOBA) and WASH Output-based Aid (WASHOBA) from AUSAID for water, sanitation and hygiene.  Under these two grants, EMW engages actively in policy discussions with the central and local governments and donors in addition to program implementation. The WASH sector has about 15 staff working in Hanoi, Da Nang and various provinces.

EMW is recruiting a program officer to be located in Hanoi office to work in a new integrated deworming, sanitation and hygiene project.

TASKS/RESPONSIBILITIES

The Program Officer will perform the following tasks and responsibilities:

1.Work under the direction of the Regional Program Manager (located in Hanoi) on the implementation of integrated deworming-sanitation-hygiene program, monitoring outputs and performance of partners, including reporting to donors if required
2.Implement and supervise project activities based on the approved project objectives and plan. Coordinate with VIHEMA and NIMPE and related local partners to implement the project activities, ensure to keep the project progress and achieve the designed objectives
3.Provide technical support, implement and supervise the project activities at province according to PM’s direction/ guidance and project Plan of Action
4.Conduct field trips to target provinces for planning, monitoring and evaluation activities
5.Collect, verify and file all project documents of the assigned province as project requirements.
6.Provide the PM with update information on project achievements on the monthly basis and give recommendation or ask for support if needed.
7.Planning and arranging visits to provinces in an efficient and cost effective manner
8.Build and nurture effective working relationships with the local partners, local authorities and other related agencies at province, district and community levels to facilitate the effective implementation of the program for the benefit of the poor.
9.Represent EMW as required in partnership meetings and professional conferences if required
10.Translate program documents and communications from Vietnamese to English and vice-versa; provide support to the PM if needed.

QUALIFICATIONS AND ATTRIBUTES:

  • University degree or equivalent in public health, community development, social sciences, or other relevant field, or substantial field experiences. Experience/knowledge on sanitation, hygiene and health education projects is an asset;
  • At least 03 year-experience in development project implementation, preferably in international organizations, INGOs and/or bilateral organization;
  • Willingness to travel, work under pressure, and meet deadlines;
  • Demonstrated skills is supporting project implementation within an INGO;
  • Good English and Vietnamese written and oral communication skills;
  • Good interpersonal skills with ability to communicate effectively;
  • Proficiency in MS Office suite (Word, Excel, PowerPoint) and Internet;
  • Able to work independently as well as work in a team.
