With the “Macroeconomic Reform/Green Growth-Programme, GIZ directly links these priority areas of activity with Viet Nam’s Green Growth Strategy in order to achieve lasting impacts in all sectors and facilitate Viet Nam’s progress towards a sustainable future.

The program aims at two principle objectives: (i) The Government of Vietnam implements measures and actions which are well-oriented to support the environmentally and socially responsible growth in the framework of Vietnam’s Green Growth Strategy; and (ii) the macroeconomic stability is improved and capacity of government agencies is enhanced for better implementation of economic and social policies thereby contributing to the equitable and sustainable growth process in Vietnam.

In this regard, the program supports capacity building in the Ministry of Finance (MoF) of Viet Nam on behalf of the Delegation of the European Union (DEU) to Viet Nam. Within the framework of the “EU Public Financial Modernization” Project (EU-PFMO) to contribute to the alleviation of poverty and inclusive growth by reinforcing macroeconomic stability, improving the government’s ability to implement its economic and social policies through efficient and effective planning and execution of the state budget, and strengthening the accountability and transparency of public finance in Viet Nam.

The program is looking for a qualified candidate to fill the following position:
Program Officer

Duty station: Ha Noi, Viet Nam

Duration: October 2015 – June 2018

Main responsibilities:

In close cooperation with the project team and the counterparts of the Ministry of Finance (MoF), notably the State Budget Department (SBD), the main responsibilities of the Program Officer will be:

  • The provision of technical and process advisory to the national counterparts in the Ministry of Finance (MoF);
  • The preparation, coordination and implementation of nationwide project activities related to public financial management reform, namely the organization of technical trainings, workshops, consulting missions, international fact-finding missions among others;
  • The maintenance of existing and fostering of future cooperation and exchange between all involved international and local stakeholders;
  • The monitoring, evaluation, documentation and dissemination of the implementation of activities and their impact on public financial management reform;
  • The support of other program activities when required.

Minimum requirements:

The minimum requirements for the successful candidate are the following:

  • A Master’s (MSc, MA, MBA) degree or equivalent in Economics, Public Finance or Law
  • A minimum of 3-5 years of relevant occupational experience in a comparable position and field, professional knowledge of fiscal decentralization and medium-term financial planning would be an asset
  • Strong experience in working with state institutions in Viet Nam
  • Strong attitude and experience in project management
  • Excellent communication and interpersonal skills with a strong interest in international cooperation and development
  • Excellent language skills in Vietnamese and English, good knowledge of German would be an asset
  • Excellent IT-skills are a must
  • Willingness to travel nationally and internationally on a frequent basis
  • Willingness for professional development as required by the tasks to be performed
