Program Performance and New Bussiness Development Advisor
The Opportunity - Program Performance and New Bussiness Development Advisor
Save the Children Korea (hereafter, SC Korea) has expanded its presence in Vietnam by strengthening collaboration with SCI Country Office in Vietnam (hereafter, SCiV). With the SB2S program, Baby Cap project and DRR/CCA projects, SC Korea has contributed to expanding SCiV’s programmatic portfolio. In addition, potential funding opportunities from Korean donors based in Vietnam present a significant opportunity for development. Program Performance and NBD Advisor is expected to add more value to the quality of programs supported by SC Korea and support the development of new funding opportunities from Korean donors in Vietnam.
The Program Performance and NBD Advisor (TA) will provide technical advice to country offices on strategic direction and design of quality communication programs, addressing disability, ethnicity, indigenous and gender identities. S/he will provide inputs into design of project proposals and proactively search for opportunities to expand CO portfolios in this area and establish SCI in Mekong as technical leaders.
The Inclusive Education TA will strengthen capacities of CO staff and establish strategic partnerships with other organizations and relevant institutions. S/he will help establish SC as a leader in this area, in both humanitarian and development contexts, including through representation in key national, regional and international forums.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Key Responsibilities
Strategic Thematic Coherence:
- In close collaboration with the SCiV SMT, functional teams and TE Advisors, to support respective project managers in the quality management of SC Korea supported projects in terms of program impact, project performance, and budget performance as they pertain to SC Korea’s strategy and priorities.
- To monitor program activities of SC Korea supported projects in the field.
- To strengthen the relationship between Save the Children and key partners such as the KOICA Vietnam Office and Korean corporate partners in Vietnam, to identify and build new partnerships where possible, and to explore the potential for new funding opportunities.
- Build capacities of Save the Children’s staff in SCiV as well as partners related to compliance and engagements with Korean donors in the country, and ensure transfer of relationship building with Korean donors in Vietnam to the SCiV NBD team in order to ensure strong in-country platform to support SC Korea’s NBD efforts in the future.
- To liaise between SC Korea and SCiV to provide clear guidance and build capacities of the SCiV team for development of communications materials required by Korean donors and SC Korea campaign needs, including but not limited to photos and videos.
- To coordinate communications and, when necessary, in collaboration with the SCiV team help to organize field visits by SC Korea and donors from Korea in Vietnam
Support respective project managers to achieve performance, finance, and quality management of SB2S and Baby Cap projects. (50%)
Program Development and Technical Support:
- In collaboration with the SCiV PDQ team and technical advisors, contribute to improving the quality of the project by engaging with the project team and partners by sharing suggestions, ideas, and feedback.
- Provide guidance and advice to the project team for timely amendments and adjustments to the project.
- Cooperate with the Awards Team to ensure effective management of AMS and support decision making in accordance with SC Korea and donor requirements.
- Participate in discussions and regular project team meetings for continuous monitoring and improvement of project progress.
MEAL
- Cooperate with the SCiV MEAL Manager and MEAL team to contribute to improving the quality of project MEAL and continuous improvement & feedback to project implementation.
- Engage in active MEAL activities by regular field visits.
- Support the team by identifying gaps and improving technical interventions in order to achieve project objectives and sustainability.
- Participate in the process of internal/external evaluation/survey that conducted as a part of SC Korea supported project. This process may include the recruitment of consultants, data collection, and draft report review.
Donor Reporting
- Serve as th SC Korea’s AMS focal person to ensure timely and compliant submission of reports to member and donors.
- Provide clear explanation of member and donor compliance requirements to the SCiV Awards team and provide necessary templates and guidance in advance of drafting reports and when necessary.
- Provide feedback on the quality and content after initial submission to SC Korea for finalization of the reports in collaboration with the relevant the SCiV teams, both for the narrative and financial reports as well as other required appendices.
- Review submitted narrative and financial reports including MEAL indicators, burn rates, program delivery/quality, documentation, etc.
Communication Material Development
- Liaise with SC Korea and SCiV and support the communication team to develop communication materials as required by Korean donors and SC Korea campaign needs.
Representation & Coordination
- Participate SC Korea supported project in conferences, workshops, donor subgroup meetings where appropriate and requested by the donors.
- Support the SCiV team in preparations for representing the project at national and sub-national technical conferences, working groups and other meetings.
- Coordinate communications and, when necessary, in collaboration with the SCiV team help to organize field visits with SC Korea and donors from Korea in Vietnam.
- Perform field visits to SC Korea supported project field sites as a representative of SC Korea and SC Korea’s donors, when necessary.
Exploring potential funding opportunities and expanding partnerships (50%)
- Develop and manage partnerships with Korean donors in Vietnam to explore potential funding opportunities.
- Support new business development and proposal development for Korean donors including KOICA (“Regional Multi-bi Project”), corporate partners, and other potential donors.
- Build capacities of Save the Children’s staff in Vietnam as well as partners related to requirements and engagements with Korean donors in the country, and ensure transfer of relationship building with Korean donors in Vietnam to the SCiV team.
- Closely collaborate with the SCiV’s New Business Development Advisor, PDQ, Awards and other teams in identification of new funding opportunities, and development, implementation and monitoring of donor engagement plans.
Others
- Consult in the development of TORs for recruitment of key positions for the SB2S and Baby Cap Projects. Should also be notified of changes in key positions.
- Participate in regular management meetings (Monday Morning Meetings, Monthly Progress Meetings and quarterly Program Meetings)
QUALIFICATIONS
- Masters Degree in development study or other relevant social science.
EXPERIENCE AND SKILLS
Experience:
- 10 years experience in development, with 5 years experience working in programme quality and new business development.
- Experience working in development sector in one or more of the Mekong countries
- Previous experience as technical advisor
- Experience in developing materials (teaching and learning materials, COM materials, etc.)
- Experience working with Korea donors, exploring potential funding opportunities and expanding partnerships
Skills:
- Excellent interpersonal communication and leadership skills
- Passion for evidence-driven development programming and interest in ongoing international research
- Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy.
- Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research.
- Demonstrated capacity for leveraging project results towards broader systemic impact.
- Excellent analytical skills and appreciation for the complexities of social research, especially as pertains to deprivations of children’s rights in a country context such as the Mekong Countries.
- Effective at collaborating and influencing across departments and sectors
- Excellent skills in training, capacity building, coaching, and mentoring
- Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
- Previous experience working in the field and understanding of country program operations. Experience working in SE Asia is a plus.
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
- Fluency in written and spoken English and Korean languages
- Understand Korean’s Culture, rich knowledge of Project management funded by the Korean donors.
