Programe and Finance Officer

Vietnam Coalition for Education for All (VCEFA) is a network of 38 local non-governmental organizations, research centers, community groups and experts who work together on Education for All goals and to protect the rights of women, children, ethnic minorities and vulnerable groups. VCEFA visions an equal, inclusive and quality education for all in Viet Nam.

VCEFA was established in 2009 under the support of the Global Campaign for Education (GCE), Oxfam Great Britain, ActionAid Vietnam and a number of dedicated education experts.  VCEFA’s objectives are: (1) Advocating the government and donors to develop education policies, budgets and programs in line with education for all goals, (2) Monitoring and supporting the Government and donors and stakeholders to implement their pledge of education for all, (3) Promoting and supporting the building of a learning society in Vietnam. VCEFA is currently looking for qualified candidates to fulfill the position of Program and Finance Officer. This is one and half-year contract with possibility of extension based on the availability of funds and performance appraisal. The position is based in Hanoi with regularly domestic and international travel (around 20%).

Program and Finance Officer supports VCEFA and its members in planning, implementing, monitoring, evaluating and reporting on project activities. She also oversees VCEFA’s financial and accounting management. Under the supervision of the National Coordinator, the Program and Finance Officer will:

Program management:

- Contribute to programs implementation management, including monitoring and evaluation
- Contribute to the development of program proposals
- Provide translation and interpretation services
- Contribute to the development of annual work plan and report preparation.
- Maintain regular contact with VCEFA’s donors, technical Advisory Organization (Global Campaign for Education, The Asia South Pacific Association for Basic and Adult Education - ASPBAE) and the Coalition’s members.
- In collaboration with Ministry of Education and Training and educational organizations, participate in the annual Global Action Week on Education
- Inform and update VCEFA’s members on local and global news and events on education.

Finance management:

- Provide financial guidance and support to members and ensure that all financial activities within the Coalition are aligned with the cost norms, guidelines of the Coalition as well as the legal frame work of Vietnam.
- Be responsible for financial and narrative reports to the Steering Board of VCEFA and donors
- Update cost norms, financial guidelines, procedures as necessary
- Manage incomes, payments and petty cash
- Ensure all financial transactions are adequately authorized, documented and processed
- Oversee and verify program plans, estimation costs, and disbursement requests
- Coordinate with internal and external auditors to ensure successful audits.

Requirement:

- University degree in relevant fields
- Demonstrated experience in program management
- Demonstrated experience in finance management
- Sound understanding of financial system and procedures
- Good command of English
- Literacy on Word, Excel, PowerPoint, scan, and Outlook
- High flexibility to work in a network of INGOs, CSOs and government
- Excellent interpersonal skills
- Experience working for a development institution preferable
