Programme & Communication Assistant - ILO Country Office for Vietnam

To achieve the goal of decent work for all in Viet Nam, period 2017-2021, the ILO Country Office supports the Vietnam Decent Work Country Programme (DWCP) with three priority areas: Labour Market Governance, Social protection and Employment, and Sustainable Enterprise Development. In the implementation of the DWCP, the ILO Office works in close partnership with the Government of Vietnam, in particular its technical line ministry, its social partners, media organisations, the employers’ and workers’ organizations. The Vietnam DWCP is an integral part of the One UN Plan, 2017-2021 in Viet Nam.

For facilitate the planning and programming activities, Programme and Communication Unit of ILO Hanoi Country Office has been conducting the strategic planning, implementation and monitoring the overall programme and project under DWCP framework with the aim to achieve ILO’s institutional vision, mission and its strategic plan in the context of the UN sustainable development goals/One Plan, the ILO Programme and Budget and its Outcomes-based Work planning exercises.  Specifically, in order to effective support for Viet Nam in the labor legal reform process, strengthening the labor market governance through effective social dialogue and sound industrial relations are important part of ILO Country Office Programme in Viet Nam.

The Programme and Communication Assistant will report to the National Programme and Communication Officers of the ILO Country Office in Viet Nam and will work in close collaboration with other staff members in the Country Office and its partners. The incumbent will also be required to maintain a close working relationship with the ILO Regional Office for Asia and ILO Headquarters. 

The position is based in Hanoi, at the grade of GS-6 (UN Salary Scale).

Minimum Requirements include:

  • Completion of secondary school education, supplemented by technical level courses in a field related to programme support.
  • Six years of progressively responsible administrative work and communication supports (of which at least one year in project or programme support activities). Previous experience working in a development context would be an advantage.
  • Excellent command of English and Vietnamese languages.  
  • A good understanding of the content of the programme and spheres of influence and action. Ability identify appropriate information sources and networks. Ability to conduct straight- forward research work. Ability to interpret information. Excellent organisational skills. Attention to detail. Ability to communicate effectively both orally and in writing. Good computer skills including use of standard office applications as well as photo editing software, page layout software and other software packages required for producing information materials (such as Adobe illustrator InDesign, Photoshop, Word, Excel; and any video editing programme would be an asset bonus) and updating the website . Knowledge of the accounting and finance procedures and regulations of the Office.  Demonstrated ability to apply finance and accounting methods.  Ability to work on own initiative as well as a member of a team. Excellent time management skills.
