Programme Development Officer

Bread for the World is a German non-government ecclesial organization. BftW works the globe to contribute to an inclusive socio-economic development to overcome poverty. The key guiding principles are social justice and ecological responsibility.

The regional office (RO) for Laos and Vietnam based in Hanoi is cooperating with local and international partner organizations since 1996.

For our operations in Vietnam and Laos, we are looking for a Programme Development Officer

If your application is successful you will work as part of the team from our regional office in Hanoi supporting partners in Vietnam and Laos in the development of projects and programmes complying with international standards in the area of:

  • Climate change focusing on mitigation and adaptation in rural areas, disaster preparedness and response and renewable energies
  • Sustainable agroforestry development, natural resource management with a focus on poverty reduction through livelihood improvement and value chain development
  • Gender and women empowerment

Your main tasks are to

  • Strengthen partners’ capacities throughout the project cycle
  • Support partners in developing complex impact-oriented projects and programmes
  • Write project application based on partner’s inputs
  • Enhance their monitoring and evaluation systems, including IT supported data collection
  • Assess, finalize and submit project proposals, including detailed budgets presented by the partners to
    the approving BftW committees
  • Assess, prepare and conduct all required reporting, including administrative and financial documents for:
    • Partners’ budget requests and fund transfers from the BftW Head Office
    • Progress reports
    • Audit reports
    • Project closures
  • Prospect new partner organizations and future areas of cooperation
  • Actively participate in at least one working group of the Vietnamese and Lao NGO Resource Centers and other networks
  • Frequent travel to partner organizations and their projects in Vietnam and Laos and the Head Office in Germany
  • Support the Regional Representative in all diverse areas upon request

You execute your tasks under the supervision of the regional representative and the Co-director in cooperation with the team members and partners in Vietnam and Laos, considering the professional and job-specific objectives, the legal and operational framework and the corporate guidelines.

Your profile

  • University degree (Master) in a field of study central for the position (e.g., Climate Change, Gender, Economics; Social, Political, Environmental Science or related fields of study with relevance to the subject
  • At least 7 years’ experience working with (I)NGOs in complex development programmes funded by international donors
  • Advanced knowledge in project cycle, especially qualitative project application in compliance with international donor requirements, qualitative reporting and knowledge of result-based monitoring and evaluation of international cooperation projects
  • Excellent analytical skills and outstanding capacities to present critically complex subjects and concepts fluently, accurately and logically both orally and in writing
  • Proven capacities in developing project budgets, understanding finance and audit reports
  • Experience in administrative management in compliance with international donor requirements and knowledge of frameworks of multilateral and European, especially German development cooperation
  • Outstanding command of written and oral Formal English is a must, good skills in Lao and German language would be an advantage
  • Proven experience in the region, especially in Laos would be an advantage
  • Strong interpersonal skills such as being open-minded to developing and dynamic working environments, applying sound advisory and communication ability, intercultural sensitivity, time and stress management, team spirit and resilience
  • Good working knowledge in ITC technologies (related software, phone, fax, email, internet researches) and computer applications (e.g., MS Office)
