PROGRAM FINANCE OFFICER
Salary from $728 per month + Benefits
(8 months contract with potential extension)

CARE in Vietnam works innovatively with national partners focusing on remote ethnic minority women and socially marginalized people.  We are looking for a Program Finance Officer to join our team based in Ha Noi.

As part of the CARE finance team, the Program Finance Officer undertakes and completes the financial tasks deem necessary to ensure all CARE’s transactions meeting internal and external rules and regulations.

Key responsibilities and contribution:

1.Country Office Finance & Accounting

  • Support program staff in developing budget for new proposals
  • In co-operation with CO Finance Officer, closely monitor project budget against flexibility level (as per IPIA)  and timely inform PMs for follow up actions

2.Program Finance

  • Review project reports and ensure Payment of expenditure are within the approved budgets.
  • Undertake a thorough look of projects transactions and make sure the description and coding is correct. Undertake validity of Payment voucher and supporting documents.
  • Make adjustment JV based on instruction from PM, or upon reviewing the reports, or from errors generated from system before month-end closing.
  • Meet internal financial reporting needs as required by management.
  • In co-operation with CO Finance Officer to provide guidance to project team on project close out procedures.
  • Meet with project team for any expenditure and compliance issues.
  • Participate in procurement committees and co-operate with Admin in procurement issues.
  • Support field finance officers when and as required.

3.Internal Financial Controls

  • Have improved understanding of CARE financial guidelines related to procurement, cost norms, taxation and payments etc
  • Ensure compliance of all financial guideline, policies and procedure COFM, donor, local law when applicable.
  • Help senior management to promote transparency and accountability and good accounting practices
  • Perform regular internal audit visit to field offices for review of internal control system, accounting books, financial vouchers...
  • Keep confidentiality of financial information as produced by finance team and received from senior management, partners and donors
  • Coordinate and support the internal, external and donor audit process
  • Follow up on all audit findings and recommendation with relevant staff and alert Finance Team Leader if any potential issues.

4.Other duties

  • Provide finance orientation to the new staff and design capacity building/ refreshment package
  • Support Finance Team Leader in on the job training for new finance staf
  • Support Partnership Management Officer with Partners visit.
  • Support Senior Accounting Officer to reconcile asset and asset verification.
  • Provide back up for other finance team member when the need is required
  • Play active role in ensure a cooperative and supportive working environment

Required qualifications:

  • Background in finance/accounting (Bachelor in accounting or economics) with minimum 3 years of relevant experience. Understanding on development works is required.
  • Sound knowledge on project financial management, financial analysis, budgeting and reporting.
  • Strong communication/coordination and interpersonal skills.
  • Good planning, management, coaching and facilitation skills.
  • Knowledge about Sun system is preferred.
  • Fluent English and spreadsheet using.
