Programme Monitoring Evaluation and Learning Specialist

We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

Programme Monitoring Evaluation and Learning Specialist

The post is an one-year contract with possible extension. Incumbent is based in Hanoi but with frequent travel.

The Role:     To ensure effective functioning of programme Monitoring, Evaluation and Learning (MEL) system, delivering reliable reports and data to serve programme planning, implementation and reporting.   

Report to: Programme Team Leader

Staff reporting to this post: Responsible for assistant of MEL persons in the coalitions and management of consultants that will be attached to the project.

KEY RESPONSIBILITIES

A.Training/capacity building on M&E for new MEL persons of coalitions: The Specialist will train Coordinators and MEL persons of Coalitions on MEL concept and tools for implementation of MEL activities in the program. All related information about Program MEL design, MEL framework and outcome indicators are provided to Coalitions for implementation.

B.Support development of coalition MEL plans: Support Coalitions in development of MEL plans, along with coaching and capacity building of MEL people, coalition coordinators and leaders. The level of depth and detail of MEL planning will depend on the status of each coalition. MEL planning will go hand in hand with coalition advocacy strategising and development of issue-based project recommendations. This work should be scheduled individually with each coalition and may take place outside of Hanoi in some cases;

C.Coaching on use of M&E tools: The Specialist coaches each coalitions to prepare Periodic Reporting, including Qualitative Assessment (QAS), output monitoring and issue based project monitoring;

D.Compile  final reports from Coalitions to prepare QAS at Program level, Stories of change and coordinate with team leader and other team members to complete the program semi-annual reports;

E.Facilitate / attend programme workshops and other additional tasks. The MEL Specialist will be invited to participate at workshops and other programme events / activities.  

SKILLS AND COMPETENCE

Job Specific Competencies

  • Thorough understanding of result-based MEL systems, especially experience in using Qualitative Assessment Score-card (QAS);
  • Proven experience in establishing and developing MEL system, preferably including on issues of organisation/coalition development and/or voice, accountability and empowerment issues;
  • Experience in developing and facilitating participatory MEL processes such as outcome mapping;
  • Experience in both writing and reviewing evaluation terms of references and reports, with a strong skill set in both quantitative and qualitative, participatory methods
  • Experience in training, facilitation, mentoring and/or support for capacity building in MEL and change processes
  • Commitment to equal opportunity and gender policies with demonstrated experience in integrating gender and diversity issues into programme MEL system
  • Understanding of context of civil society organisations and policy making and monitoring processes in Vietnam is desirable
  • Ability to work across boundaries and enable cooperation among groups/actors
  • Fluent in both Vietnamese and English
  • Effective team work skills

  • Ability to work under pressure in response to changing needs
  • Able to travel as needed

Gross Annual Salary Range:       VND 478,755,174 - VND 718,132,761

Oxfam GB covers medical costs for staffs and their recognized dependents for essential expenditure. Staff will entitle total 33 days annual leave and public holidays per year (pro rata to the contract length). Long term commitment staff may have chance to offer both internal or external relevant training courses and other benefits. Detail will be discussed with the selected candidate.
