The Global Programme Shaping development-oriented migration (MEG) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). It assists partner countries in leveraging the benefits of regular migration and engaging diaspora for sustainable development.

The programme’s overall objective is that “key actors in partner countries are supported to make gender-responsive contributions towards the implementation of the GCM”. The MEG Programme is expected to achieve its objectives through the implementation of four following outputs: 

  • Output 1: The capacities of key state actors are strengthened in the areas of regular migration and regional migration
  • Output 2: The engagement of the diaspora to contribute to the SDGs is further strengthened
  • Output 3: Key state and civil society actors have developed measures to deal with and reduce precarious situations in the context of migration esp. regarding to women migrants and children
  • Output 4: Global partnership e.g. with IOM in support of safe, orderly and regular migration, including diaspora engagement, are strengthened.

With a focus on the output 1, 3 and 4, the MEG Programme - Viet Nam country component is looking for a local qualified candidate to fill the following position:

Programme Officer “MEG”

Duty station: Hanoi, Viet Nam

Duration: Starting from ASAP to 31.05.2025 with option for extension

Main tasks:

  • Coordinating programme activities in the context of assigned tasks in close consultation with the component manager, technical lead at GIZ-MEG Viet Nam and the project managers at GIZ- MEG Headquarter
  • Steering conceptualization, preparation and implementation of workshops, training courses and other events including drafting concept notes, doing cost estimation, writing TOR for external experts/service providers, monitoring implementation of consultancy contract, and quality assurance of deliverables
  • Supporting the development and update of the annual operational plan as well as monitoring and evaluation of programme activities under output 1, 3 and 4 in Viet Nam in line with Programme’s results matrix; contributes to overall reporting
  • Acting as focal point of MEG in Viet Nam concerning knowledge- and record management as well as gender topic
  • Drafting news for events in Viet Nam
  • Liaising and closely cooperating with partners such as state management agencies, business sector, civil society organizations, international organization and academia on labour migration
  • Field visit within Viet Nam and other countries

Minimum requirements:

  • University degree (master’s degree is an advantage) in an area that is related to the programme objectives (e.g. migration studies, development studies, public administration, international relations, economics, development management, migration)
  • 5 – 7 years of relevant professional experience in comparable position
  • Study or work experience in Germany is an asset
  • Experience in the development sector
  • Profound knowledge in one or more of the following areas: migration-related topics; the context of Vietnamese migrant workers, strategic orientation of the Vietnamese government in the field of labour migration to ASEAN countries and globally, German Skilled Immigration Act, collaboration with Civil Social Organization (CSO); Global Compact for Migration.
  • Vietnamese mother tongue and full proficiency of English; German language skills are an asset
  • Very good working knowledge of ITC technologies (related software, phone, fax, email) and computer applications (e.g. MS Office)
  • Service orientation and proactive working style; excellent management, communication and interpersonal skills
  • Willingness to travel and to upskill as required by the tasks to be performed – corresponding measures are agreed with management
