As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH support the German Government in achieving its objectives in the field of international cooperation for sustainable development. The “Programme Reform of Technical and Vocational Education and Training (TVET) in Viet Nam” supports the Ministry of Labour, Invalids and Social Affairs, its General Directorate of Vocational Training and further main stakeholders to sustainably improve the performance and demand orientation of the Vietnamese TVET system. Programme components are TVET system advisory, Centre of Excellence of TVET – LILAMA 2 and vocational training for the waste water sector.

For the “Programme Reform of TVET in Viet Nam” – component Centre of Excellence for TVET, LILAMA 2 - the programme is looking for qualified local candidates to fill the following position:

Programme Officer
Duty station: Long Thanh, Dong Nai Province, Vietnam
Duration: initially until December 2017

Main responsibilities:

  • Develop concepts, guidelines and instruments for cooperation between LILAMA2 and Vietnamese/ International companies - regarding active involvement of the business sector in occupational standard development, designing and implementation of cooperative training modes supported focal occupations (Industrial Electronic, Mechatronic, Construction Mechanic and Metal cutting) as well as the active involvement of business sector or sector associations/chambers in assessment and certification;
  • Identify and encourage interested and suitable companies to participate in cooperative training in the four focal occupations (in collaboration with responsible LILAMA2 departments);
  • Advice, guide and support LILAMA2 management and departments/ faculties as well as identified partners from business sector in implementing cooperative vocational training programmes;
  • Establish and foster contacts with potential cooperation partners (e.g. associations/ chambers, etc.) in the working area regarding implementation of cooperative training offers;
  • Establish useful cooperation with TVET institutions of the region;
  • Maintain of a good flow of communication and information between all involved institutions and counterparts and GIZ.

Minimum requirements

  • Master decree, additional technical vocational training (diploma holder) preferable;
  • At least 5 years of professional working experience in a similar position, working experiences in the business sector, experiences in organization of  initial TVET offers and further trainings would be an asset;
  • Detail oriented, excellent communication skills;
  • Proven ability for team work;
  • Good working knowledge of modern telecommunication systems (including e-mail, fax and internet, related software) and relevant computer applications (e.g. MS Office);
  • Excellent proficiency in written and spoken English, knowledge of German is an asset;
  • Dynamic and self-motivated character, willingness to upskill as required by the tasks to be performed.
