Programme Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The ADB funded project concerning the “Implementation of the Greater Mekong Sub Region Human Resource Development Strategic Framework and Action Plan” aims at identifying skill area throughout the Greater Mekong Sub-region that are crucial for the economic development of the region. The project will work both on regional and national level.

The “Regional Cooperation programme to Improve the training of Technical and Vocational Education and Training (TVET) personnel” (RECOTVET) aims to optimize the framework conditions for a generally improved and regionally integrated systems of education and further training of TVET personnel. The programme works closely with relevant bilateral TVET programmes in the country for the implementation.

To assist the implementation of the above mentioned project and programme, we are looking for a qualified local professional for the position of:

Programme Officer

Duty station: Hanoi, Vietnam
Duration: till June 2016

Main responsibilities: The Programme Officer cooperates closely with the responsible ADB project director and RECOTVET programme director to:

  • Support the programme planning and activities in close consultation with partners;
  • Provide technical advice to programme counterparts in the area of TVET and regional economic integration;
  • Support the conceptual and methodological preparation of working group sessions and on the quality improvement of TVET personnel in the ASEAN region;
  • Act as a national coordinator for Vietnamese partners from both public and private sector;
  • Support the development of strategies, technical concepts, studies, programme reports and presentation documentations for TVET and with respect to mutual recognition frameworks for a number of skill areas;
  • Assist with research activities and data mining;
  • Monitor, evaluate, communicate and document the implementation of activities;
  • Assist in public relations.

Minimum requirements

  • Master degree in education policy, TVET, regional economic integration and related subjects;
  • Basic knowledge of quality assurance in TVET;
  • Basic understanding of occupational standards and mutual recognition frameworks;
  • Minimum 3 years of relevant occupational experience in a comparable position on TVET and education and/ or regional cooperation;
  • Experience in project management;
  • Excellent communication and strong interpersonal skills;
  • High level of oral and writing skills in English, knowledge of German is a plus;
  • Good working knowledge of telecommunication systems (email, internet, etc.) and MS-Office;
  • Service orientation and proactive working style;
  • Team work ability, dynamic, self-management, self-motivated character and interest in development work.
