The Integrated climate and disaster risk management via digital risk information and finance solutions project is a technical cooperation project financed by the German Federal Ministry of Economic Cooperation and Development (BMZ). The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the Ministry of Agriculture and Rural Development, and 2 provinces in the Mekong Delta and central Vietnam. The project´s objective is to improve the institutional conditions for the assessment, selection and use of climate and disaster risk financing solutions to secure critical infrastructures.
The project focuses on four working areas:
- Institutional capacities to assess climate and disaster risks have been strengthened.
- Decision-makers have integrated climate and disaster risk assessments for critical infrastructures into decision-making processes.
- The regulatory basis for climate- and disaster-resilient protection of critical infrastructures has improved.
- Institutional capacities for the selection and application of financial instruments to hedge climate and disaster risks have improved.
The Integrated climate and disaster risk management via digital risk information and finance solutions project is looking for a qualified candidate for the position of:
Programme Officer on Climate and Disaster Risk Management
Duty station: Ha Noi, Vietnam
Duration: ASAP until 31st December 2027
Main responsibilities:
- Acting as technical focal point for climate and disaster risk management;
- Advising the Ministry of Agriculture and Rural Development/the Vietnam Disaster and Dyke Management Authority and provincial authorities on the development of digital climate and disaster risk information and assessments;
- Ensuring close and effective cooperation and communication with relevant partners and stakeholders at national and provincial level during the implementation of the activities;
- Cooperating and advising in a multidisciplinary team colleague working on climate and disaster risk financing;
- Responsible for providing inputs to PR/communication, knowledge management and M&E;
- Ensuring that the activities are implemented in compliance with GIZ rules and regulations.
Minimum requirements
- Master’s degree in disaster risk management, environment, natural resources management or closely related fields.
- Having at least 5 years of working experience in disaster risk management, environment, natural resources management, preferably in development cooperation setting.
- Good knowledge and understanding about geo-databases, GIS, Remote Sensing, and digital technologies in disaster risk management.
- Good knowledge and understanding about disaster risk management in different regions of Vietnam.
- Proven-working experience with and having good working relationships with governmental, ministerial, and provincial partners on disaster risk management or related topics.
- Excellent English proficiency, especially in presentation and writing.
- Capability to accompany and supervise multidisciplinary consultant teams.
- Good teamwork and interpersonal skills.
- Ability to travel frequently if required.
