Programme Officer Private Sector

Oxfam Novib is member of the Oxfam international confederation and started programs in Vietnam since the early 1990s. Together with other Oxfam affiliates we implement one Oxfam country program, to increase our impact. 

For our country office in Hanoi we are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

PROGRAMME OFFICER PRIVATE SECTOR

The post is a one year contract with an opportunity for extension
Based in Hanoi

The Role: You will (further) refine and implement the Oxfam Country Strategy in close co-operation with our local partner organizations and other Oxfam affiliates. You will focus on portfolio development and management, including budget management; and, foster program development for External Funding opportunities.

Report to: The program officer reports directly to the Associate Country Director Oxfam Novib.

KEY RESPONSIBILITIES

- In close co-operation with our Oxfam Country Office in Hanoi you are responsible for the implementation of the Oxfam Novib country strategy 2011-2015 and programs in Vietnam, related to private sector engagements, with specific emphasis on value chain development in the Cocoa and Aquaculture sector
- You will actively participate in and maintain direct contacts with our multi-stakeholder and Public Private Partnerships for monitoring, evaluation and ensuring a smooth implementation and quality of the programs on Responsible Sustainable Shrimps and Cocoa Cultivation
- You will closely collaborate with the Private Sector advisory team based in Oxfam Novib headquarters in the Hague
- You will maintain the link between Oxfam affiliates at the national, regional and international level on Private Sector interventions
- You will actively engage in discussions with partners and other stakeholders on fostering external funding opportunities and where needed develop programs with partners and others
- You provide for the appraisal of project progress reports, ensure feedback to our partners, monitor on the agreements, and ensure registration in Oxfam Novib administrative system
- You facilitate the networking between partners and relevant external actors like knowledge and research institutes, and initiate and facilitate reports and any publications in this area
- You contribute to the policy and implementation of Oxfam Joint Country Analysis Strategy (JCAS) and actively participate in Oxfam thematic teams on Rural Livelihood, as well as Oxfam Campaign, related to Private Sector investments and pro-poor markets
- You signal opportunities for local co-operation and (back-donor) financing that contribute to the goals of Oxfam (Novib) and you will develop and maintain partnerships. This includes the development and implementation of projects and programs that (potential) back-donors (could) finance

SKILLS AND COMPETENCE

- Completed an academic degree in a discipline relevant to the specific areas mentioned in relation to development cooperation
- Demonstrable recent and substantial work experience with rural livelihood and/or economic development with a pro-poor value chain development component and engagement with the private sector in Vietnam
- Understanding and knowledge on how value chain development initiatives may yield social and economic benefits to the poor and marginalized population in the surrounding communities
- Understand the different roles that relevant stakeholders, i.e. government, private sector, civil society, research institutions,  play in developing pro-poor and sustainable value chains through multi stakeholder Initiatives
- Analytical thinking skills and abilities to influence others
- Understanding and knowledge of women and human rights
- Experience in organizational analysis & partnership, grant management & program development.
- Experience in developing, managing and monitoring development projects by NGOs, including multi-actor programs funded by external donors.
- Excellent social skills and are a team player
- Excellent communication skills in English

Gross Annual Salary Range: The final candidate will be contracted by Oxfam Novib according to Vietnamese labour law legislation with a gross annual salary in the range from 260.383.472 to 356.184.938 Vietnamese Dong, depending on qualification and experience.
