Programme Officer (Temporary)

CBM is an international development organisation with expertise in Disability and Inclusive Development and works through government and non-governmental partners for the empowerment and full inclusion of persons with disability.  CBM commenced its mission in Viet Nam in 1982.  Project support is provided in three main areas: prevention of blindness/comprehensive eye care, community based rehabilitation (CBR) and inclusive education.

The key function of the CBM Programme Officer (Temporary to cover maternity leave) is to contribute to the implementation of CBM’s strategy through performing daily management and development of current partnerships, projects and contracts, providing input and recommendations on activities when necessary, in compliance with CBM standard working procedures. 

The position holder will report to the Country Representative of CBM Country Coordination Office in Viet Nam.

LOCATION: Ha Noi, Viet Nam.

SCHEDULE: Tentatively commence at the end of October 2013.  It is 6 months contract.

KEY SELECTION CRITERIA:

- Knowledge and Skills
- Knowledge of development related project management and implementation and is aware of issues related to national and foreign non-government agencies
- Basic understanding of financial procedures in project management
- Can plan, organise, coordinate and manage resources well
- Ability to analyse verbal and written information
- Fluent in spoken and written English
- Ability to work with Microsoft Office software applications

Personal Qualities

- Ability to work in a team and ability to work with minimum supervision
- Flexible and resourceful
- Ability to work under time pressure
- Intercultural knowledge, well developed interpersonal skills
- Willing and able to travel mainly in Vietnam and CEARO region
- High degree of interest in social work, project management and community development
- Continued learning attitude
- Willing and able to travel mainly in Vietnam.

Qualifications

- Graduate of any four-year bachelor in social sciences/arts degree from a reputable university
- Preferable three years experience in NGO and developmental work
- Experience reporting/ financing with Funding agencies e.g. Ausaids etc.

Capacity Building

1)Plan and assist in the preparation and organization of Project Cycle Management (PCM) workshops for projects in collaboration with CR.
2)Provide guidance to partners/projects in improving financial matters.
