Reserve – Tan Lac and Lac Son district – Hoa Binh province project”

Back ground
The Ng?c S?n–Ng? Luông Nature Reserve located in the South-West of Hoà Bình province provides a critical forest corridor between Cúc Ph??ng National Park and Pù Luông limestone range. This area
supports limestone forest in this transition zone between the mountainous north-west region and the Red River delta. The larger landscape, which the Ng?c S?n–Ng? Luông Nature Reserve forms part of, is a large area of natural forest supporting high biological diversity including rare and threatened species list in the Red Book of Vietnam. Contrasting with the richness of the biodiversity, local people living within and around the nature reserve are poor.

1. Project Accountant cum Administrator

Duty Station: This is a HANOI based position.
Direct Supervisor: Project Co-Director

Duties and responsibilities:
The main purpose of this position is to keep a strict record of every expenditure to be charged to the project budget; to collect quotations under the real market prices; to ensure the eligibility of every invoice for the relevant donors; to produce financial reports upon request of the project leader or donors and to meet technical requirements of donors and Government of Vietnam as far as project financial documents are concerned.

The project Accountant cum Administration will have the following duties and responsibilities:
1. Implementation of the financial system that records transactions in accordance with office regulations, AECID’s ( ?Spanish Agency for International Cooperation) and UN/EU cost norms existing guidelines on national execution;
2. Orientation of staff on the use of the project's financial systems and procedures;
3. Proper recording of financial transactions and submit a regular report on the project's financial status and quarterly monthly report to the Department of Investment and Planning of Hoa Binh;
4. Certifying correctness of journals, vouchers, bills, statement of accounts, trial balance, budget estimates and other financial statement and records;
5. Preparation of certification of the availability of funds and/or allotment of expenses, vouchers and requisition for supplies, materials, etc.;
6. Supervision of the preparation of payroll and general voucher of salaries under the DIPSERCO exchange rate, and other documentary requirements for disbursements;
7. Preparation of updated reports on disbursements made by the project, and advises the Project Team on the overall financial status of the project;
8. Following the system of accounts those records all the in-cash and in-kind contributions of co-financing entities and beneficiaries to the Project;
9. Follow up the lock book of the vehicles of the project;
10. Update the financial regulations made by the Vietnamese Government;
11. Control the save box;
12. Maintaining the communication between project office; AECID Ha Noi office and FPSC office in Madrid to ensure a clear understanding of financial system; and
13. Managing and structuring the office to ensure effective and efficient function of every project furniture and equipment.

Requirements:
•- Bachelors Degree in accounting or financing,
- At least 3 years experience as accountant, preferably in Development sector;
- Experience in working with governmental partners;
- Proven track record in project management such as in meeting deadlines, timely submission of acceptable deliverables, etc.;
- English proficiency, both written and verbal;
- With satisfactory skills on the use of office software packages such as MS Word, Excel and Power Point; and
- Good interpersonal skills.
