Project Accountant; Project Secretary and Administrative

The Regional Project “Network for Agriculture and Rural Development Think-tanks for Countries in Mekong sub-region” (NARDT) is funded by the International Fund for Agricultural Development (IFAD) and implemented by the Institute of Policy and Strategy for  Agriculture and Rural Development (IPSARD). The NARDT objectives are to: (i) improve cooperation through the establishment of researcher networks - to share policy experience and information toward sustainable agriculture and rural development; (ii) identify regional opportunities, challenges and key issues for agriculture and rural development, and implement joint policy actions including joint policy research, formulation, implementation and advocacy; knowledge sharing; and capacity building; and (iii) facilitate the institutionalization of relevant innovations, hence sustaining the impacts of projects funded by IFAD or other development partners in the Mekong countries. 

The NARDT project is looking for experienced and dynamic national candidates to fill the following positions:

1. Project Accountant

Duties and Responsibilities:

The Accountant will work under the direct supervision of the Project Chief Accountant (and/or Project Director) in completing the following duties:

  • Maintain records of all expenditures related to the grant, keeping them transparent and up-to-date and always ready for accessibility.
  • Prepare requests for payment, review and approval of application for payment forms for signature by the Project Director.
  • Be responsible for the preparation of all financial statements and status of finances to the Project Director
  • Supervise and report to the Project Director on financial transactions such as banking and payment of the grant.
  • Guide partners who participate in the Project to disburse non-refundable ODA capital, according to the regulations, financial guidance documents of IFAD and approved agreements between IPSARD and the other countries members
  • Liaise with banks on related issues.
  • Other tasks as directed by the Project Director.

Minimum Qualifications Required:

  • University degree in finance, accounting or economics or equivalent
  • At least 6 years of working experience
  • Proficiency in using of Microsoft office tools
  • Demonstrated team spirit, and independent skills
  • Good communication in English.

2. Project Secretary and Administrative

Duties and Responsibilities:

  • Provide full secretarial and admin support to the project team to end ensure the smooth running of the project.
  • Scheduling working calendar, meeting calendar
  • Logistical prepare for project activities including training, task force meetings, workshops, both in and outside the project office.
  • Maintain a proper and user friendly filing and document control system for recording and tracking of all documents for the project team.
  • Ordering and keep stock of stationary supplies for the project.
  • Undertake any ad-hoc duties as required.

Minimum Qualifications Required:

  • A University degree.
  • A minimum of 6 years practical administrative experience.
  • Excellent interpersonal, communication and presentation skills and ability to work effectively in a team.
  • Excellent written and spoken English and Vietnamese language skills.
  • Demonstrated IT skills
  • Ability to be flexible and respond professionally within different contexts.
  • Ability to occasionally work and travel during weekends and/ or evenings as required.
