The ILO Office in Vietnam invites applications from Vietnamese nationals for the positions below:

The responsibilities and tasks of the position will be carried out within the ILO results-based management system and in line with ILO rules and regulations.

Project Asssistant for Projects on (1) Promoting and building social protection in Asia (3rd phase): Extending social security coverage in ASEAN (ESSA), and (2) Inclusive Growth, Social Protection and Jobs – Viet Nam component)

ILO/Japan Project on Extending Social Security Coverage in ASEAN (2016-2018)

The project intends to generate better knowledge, understanding and expertise on extension of social protection, and stimulate South-South cooperation across ASEAN Member States. The regional Project also provides direct support to Indonesia and Viet Nam, and in a certain extend to Myanmar, for increasing social security coverage, in particular among informal economy workers, self-employed and micro, small and medium enterprises (MSME) workers. Lessons learnt, experiences and good practices from the three countries will be disseminated across the ASEAN Member States and worldwide.

In Viet Nam, the project guides the government and social partners in the identification of concrete and evidenced-based policy recommendations for increasing coverage by improving compliance of social security laws and enhancing the institutional framework. 

ILO/Irish Aid Programme on Inclusive Growth, Social Protection, and Jobs (2017 – 2021)

The programme will build on and incorporate evaluation findings and other lessons learned from previous work in Africa. This programme will directly benefit poor and vulnerable communities in Zambia, Malawi, Mozambique, Tanzania and Viet Nam.

In Viet Nam, the purpose of the programme will be to support the implementation of the Master Plan of Social Assistance Reform (within the work of the UN SP team) in concrete areas such as the design of new schemes (including the new Child Grant and extension of social pensions); discussion of fiscal space and budget allocations; development of adequate legal framework; support programme operations and development of integrated models for delivery of social assistance.

The Project Assistant works under the supervision of the National Programme Coordinator (NPC) of the two Projects. He/she performs a wide range of administrative and programming tasks in support of the Project Office. He/she works in close collaboration with the Regional Project Team and the Decent Work Team based at the Regional Office for Asia and the Pacific in Bangkok, Thailand. The work is carried out following strictly the administrative and programming rules and regulations of the ILO.. 

The position is based in Hanoi, at the grade of GS5 (UN Salary Scale).

Minimum Requirements include:

  • Education: Completion of secondary education.
  • Experience: Five years of progressively responsible clerical and administrative work, and some training in an administrative field. Proven experience of implementing technical cooperation projects and working effectively with government bodies in charge of policy making and with development partners would be an asset.
  • Languages: Excellent command of oral and written English and Vietnamese languages.
  • Competencies: Knowledge of programme and budget and through understanding of wide range of administrative policies and procedures. Ability to work with word processing, spread sheet, web-browser, as well as other computer software packages required for work. Thorough knowledge of in-house procedures for the preparation of documents and administrative forms, and for the creation and maintenance of filing systems. Good knowledge of accounting principles and practices. Ability to prepare preliminary reports and to draft correspondence. Good communication skills, both orally and in writing and ability to communicate with people in a polite, courteous and cooperative manner. Ability to organize own work and to work independently as well as work in a team. Ability to work under pressure and to meet the deadline. Must demonstrate responsible behaviour and attention to detail.
