Paz y Desarrollo Vietnam (PyD) is a Spanish International NGO working in 14 countries around the word. PyD is supporting the implementation of a 4 -year regional programme on Economic Empowerment with gender perspective in Vietnam, Cambodia and East Timor.
In Vietnam, PyD works to promote the prevention of gender-based violence and is the organisation responsible for coordinating the Joint Communication Campaign for Prevention of Domestic Violence in Viet Nam (JCC) which it co-founded in 2008 with the Family Department of the Ministry of Culture, Sports and Tourism. The objective of the campaign, the first nation-wide communication initiative for prevention of domestic violence, is to prevent domestic violence before it occurs. We do this through a primary prevention strategy by encouraging gender equitable attitudes among young men and women and involving them in efforts to prevent gender-based violence (GBV). Since founding the campaign, 25 organisations have joined including three United Nations agencies: UNWOMEN, UNFPA, and UNODC; three mass civil society organisations: The Vietnam Farmer’s Union, The Ho Chi Minh Communist Youth Union, and The Vietnam Women’s Union; along with local and international NGO’s alike.

PyD Vietnam is now looking for a qualified candidate to fill the position of Project Assistant for a Danang schools-based prevention of gender violence project.

7.  Brief Project Description:   
The JCC in Vietnam in 2011 was continued by PyD with the technical and financial contributions from UNFPA, the UN Sub-working group on Gender-based Violence, and Partners for Prevention (P4P) - a UNDP, UNFPA, UN Women and UNV regional programme for Asia and the Pacific on primary prevention of gender-based violence. 

The programme’s strategy includes working with boys and girls to change the root causes that allow for violence against women to persist across all societies. The programme will do this by promoting changes at different levels – from individual changes of attitudes, perceptions and behaviours, through to changes in influencer groups and institutions that reinforce the gender structure. Thus the outcome of this programme will contribute to increase the number of boys and girls who support gender equitable norms and ending gender based violence, specifically violence against women. Paz y Desarrollo is situated at the regional, national and provincial levels, meaning that it supports cross-border learning and adaptation of promising practices, consortiums of practitioners engaged in collective action at the regional, national and provincial levels, national and local analysis of the root causes of violence against women, and policy advocacy from the local level to the provincial and national levels.

9.  Description of tasks:
Under the direct supervision of Paz y Desarrollo, the Project Assistant will undertake the following tasks:

Volunteerism
Plan, coordinate and facilitate the development the Hanh Trinh Yeu Thuong Volunteer Network for prevention of GBV in Vietnam.

Project management assistance
Assist Project Officer to track and report on project expenses in line with budgets.
Assist the Project Officer to prepare reports, especially reports to donors
Assist Field Officer and Project Officer to manage local partner’s deadlines/ deliverables in line with mutually agreed upon project work plans and prepare regular monthly project implementation reports for the Communications Programme Manager.
Monitor local partner’s deadlines/ deliverables in line with mutually agreed upon project work plans.
Assist Communications Programme Manager and Monitoring and Evaluation Officer in writing and compiling reports for monitoring and evaluation of project activities.
Assist Field Officer and Monitoring and Evaluation Officer in training, capacity building sessions and research activities with local partners in Danang

Administrative assistance
Draft project documents, correspondence, TORs and contracts;
Draft project memorandums of understanding and agreements and other official project documentation, including financial contracts;
Draft project budgets and make modifications to existing budgets where necessary;
Provide regular verbal and written translation (English – Vietnamese, Vietnamese – English);
Administration: Arrange, book and confirm venues, personal meetings, travel arrangements and project logistics. Keep detailed minutes of meetings attended by the Director of the Communications Department. File project documentation;
 Translation: Provide written and verbal translation support with meetings, reports and project communications materials;
Undertake administration works (typing letter, organising office supplies, supporting experts for travel, printing, handling correspondence, contact agencies/institutions, filing, etc);
Support to restore and maintain the database including updating and organising information for renewal of Web pages; and
Other tasks assigned by the Project Officer and Communications Programme Manager.

Furthermore, the Project Assistant will be encouraged to:
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant publications and contribute to the literature on volunteerism in Vietnam;
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
Promote or advise local groups in the use of online volunteering.

10.  Results/Expected Output:
The Project Assistant will be able to demonstrate their capacity and put their abilities into action to help implement, document and share learning from the JCC’s work with boys and girls for GBV prevention.

Created a vibrant network of youth volunteers for GBV prevention;
Achieved successful volunteer interventions involving youth in preventing GBV;
Established a volunteer program to expand opportunities to mobilize volunteers for GBV prevention;
A final report of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed, lessons learned and limitations.

11.  Qualifications/Requirements:
Experience working in a development project environment
University degree: social sciences or other relevant field
Minimum age: N/A
Language: Excellent communication skills in oral and writing in English & Vietnamese
Knowledge: Understanding of basic concepts of gender and development as well as relevance of youth as partners in eliminating GBV.
Skills: Communication and interpersonal skills, advanced Mircrosoft Excel, Word, Powerpoint and desktop publishing skills. Graphic design skills desirable.
Background in campaigning/communications would be desirable
Experience: working in/with community-based organizations
Willingness to work in the community
Active engagement in community

12.  Living Conditions:
The duty station is Hanoi, Vietnam, but the assignment will require the candidate to travel regularly in the country with possible travel to participating countries of the region in the overall programme.

13.  Conditions of Service:
A 12-month extendable contract given satisfactory performance and availability of funds.
