Project Assistant

1. Background
“Youth and Development” (Jóvenes y Desarrollo - JyD) is a non-profit and Non-Government Organization (NGO) of solidarity that was born in 1988 linked to the associative movement of Salesians of Don Bosco.  Their principal purpose is to cooperate for a sustainable, human, social and economic development in order to contribute to the eradication of the poverty in the world.
In JyD we offer special attention to childhood and youth, prioritizing the education as the most effective tool. In this sense, in the year 2006 we were qualified by the Spanish Agency for International Development Cooperation AECID as a Specialized Organization in the field of Education.
JyD works serving persons, without any discrimination, with the aim of helping them to extend their capacities and opportunities.
Since 2006 JyD has been contributing to the Vocational Training Development in Vietnam throw the construction of a new Vocational Training Centre in Ky Anh, Ha Tinh province. At this point we are currently facing the last phase; throw the reception of the new equipment for the different workshops and the diversification of the centre teaching offer with new qualified curricula. Moreover JyD activities are rather expanded around Vietnam, as our presence in the country targets other Salesians’ Vocational Training Centres nationwide.

2. Responsibility
The Project Assistant will perform a number of support functions contributing to the design, planning, implementation, and monitoring of project activities. Specific tasks are as follows:
a. Prepare technical reports, gather, data collection relate to the project, analyze and integrate information about Vocational Training issues in Vietnam and other information relevant to the Project, such as background and process documentation, concept notes, accomplishment and monitoring reports.
b. Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures for submission the final justification and acceptance by related donors.
c. Reviews budget revisions; verifies availability of funds; ensures necessary approval and entry in computerized budget system. Identifies inconsistencies; distributes project documents to relevant parties upon approval.
d. Assist in the design, conduct, and evaluation of different studies, polls, various trainings and capacity building activities for the Project stakeholders.
e. Assist in the preparation of Salesians’ Vocational Training Centres Strategic Plan – improvement of qualified curricula and adaptation for the plans of selected VTC.
f. Establish and maintain linkages with Responsible Partners, donors and other relevant agencies such MOLISA.
g. Provide inputs for the preparation of quarterly/annual progress/monitoring and other reports as required by development partners.
h. Support the conduct of the mid-term and end-of-project review and evaluation.
i. Assist in the day-to-day operations of the Project.
The detailed tasks and work plan shall be agreed upon with the Project Manager.

3. Reporting
The position reports to the Project Manager.

4. Qualifications
a. Bachelor of Education degree or relate qualifications; post graduate units on Gender Equity would be an advantage
b. At least two years experience on administrative issues, justification summit processes. Familiarity with AECID procedures and forms are desirable. Any experience on education/planning on Vocational Training projects or related field an advantage.
c. Practical experience on project cycle patterns into education field is an advantage.
d. Strong communication skills, Spanish and/or English is a requirement, including demonstrated written and presentation skills and the capacity to relate to both internal and external constituencies of the project.
e. Demonstrated ability to work well in multidisciplinary teams and manage complex tasks into the Salesians community.
f. Able to live in Ky Anh, Ha Tinh province.

5. Duty Station
Ky Anh VTC, Hung Binh - Ky Anh - Ha Tinh. Domestic travel is contingent on project requirements.

6. Duration of Engagement
Eight (8) months. The selected applicant should be able to report for work on or before March 25, 2011.
