RLS Southeast Asia promotes projects in the field of political education for alternatives, for a better future. We cling to the dream of mankind that a better world is possible.

In the Southeast Asian region, RLS (www.rls-sea.de ) embraces the mission of assisting transformation countries, such like Myanmar, Cambodia, Laos, and Vietnam to promote mainly three fields of action, which we call social justice, socio-ecological transformation and participatory politics.

In 2013, RLS SEA conducted first activities in Myanmar such as parliamentarian exchanges between Myanmar and Vietnam as well as a workshop on youth engagement and sustainability in Yangon city. Since 2014 Myanmar various activities had been carried out already. The target groups to be addressed are workers, ethnic minorities, rural population (especially women and youth), other marginalised groups and local decision-makers. RLS SEA plans to work mainly with civil society organisations, parliaments and media institutions.

Position Concept:

The project assistant shall work in Hanoi. S/he will support the deputy director and project manager of RLS Southeast Asia who is based in Hanoi in initiating the registration process of RLS activities in Myanmar as required by the Myanmar Government. Further, s/he is responsible for financial and logistical workshop or conference preparation, such as venue booking, catering; transport etc. and the financial reporting in RLS online accounting system. S/he will assist the project and finance managers in the Myanmar related work of RLS Southeast Asia to collect and translate financial documents as well as compile required financial reports in English language and ensure that all procedures are in line with RLS and BMZ regulations. Besides, s/he shall proactively inform RLS Southeast Asia about latest and important legal/administrative/political developments in Myanmar. Further s/he shall help integrating the regional approach of RLS SEA in the Vietnam-based office and shall help strengthening the regional work of RLS SEA. S/he works in close contact with the staff of the RLS regional office in Hanoi and the RLS headquarters in Germany.

Responsibilities:

  • Supports the registration process for RLS ‘s activities with relevant stakeholders in Myanmar;
  • Supports in the financial and logistical preparation and implementation of  RLS ‘s activities and events in Myanmar;
  • Communicates with partners and stakeholders in Myanmar as well as with the headquarter of the RLS in Berlin, Germany;
  • Accompanies the directors of RLS Southeast Asia and other RLS ‘s staff during events, fieldtrips and other missions for the purpose of assistance with monitoring and evaluation tasks in Myanmar;
  • Ensures project documents are complete, up-to-date, and filed appropriately;
  • On request of the employer, participates in conferences, workshops, seminars, and trainings on behalf of RLS Southeast Asia;
  • Suggests areas for improvement in organisational processes along with possible solutions;
  • Creates friendly and trustful partnerships with RLS’ cooperation partners and other partners, seeks for advice of the employer if problems arise;
  • Implement the financial management of RLS SEA related to Myanmar, including:
    • Assist to implement all processes in payable, receivable, accounting and booking for expenditures related to Myanmar;
    • Manage day-to-day accounting of RLS SEA related to Myanmar, including: collect financial documents, translate into English/German & file properly ; post the financial data into RLS’s global accounting system (IPAS);  monitor & send request to the Finance Manager to proceed funds / payments for Myanmar;
    • Maintain and qualify forms, data sheets, financial guidelines of RLS and the Federal Ministry of Economic Cooperation and Development (BMZ);
  • Assist in the financial training for RLS’s cooperation partners, if necessary, in process, methodologies and/or other financial management tools, applied by RLS for enhancing project efficiency and effectiveness.
  • Assist and collaborate with the Finance Manager in implementing the financial audit;
  • Effectively communicate relevant information to the Director and the team of RLS and to the headquarter of RLS in Berlin;
  • Assist the Finance Manager in annual financial report and other assigned financially related tasks;
  • Willingness for frequent travels.

Professional and personal qualifications:

  • Degree in project management, finances, accounting, administration, foreign languages or other relevant fields;
  • Professional experiences in project and/or financial assistance, event organisation, translation (preferably with an International non-profit organisation);
  • Confident in dealing and communicating with governmental organisations, such as ministries, parliament or embassies;
  • Fluent in English; German and Burmese languages are an asset;
  • Familiar with MS Office and other software project management and project accounting;
  • Understands how to communicate difficult/sensitive information tactfully, willing to learn, team-oriented and highly communicative;
  • Convenient to work in an international and diverse environment as well as to go on business trips locally and abroad.

Assignment:

The project assistant cum translator

Reports to:        Director, Deputy Director and Project/Finance Manager of RLS Southeast Asia
Is substitute for:         Project Managers of RLS Southeast Asia
Will be substituted by:     Project Managers of RLS Southeast Asia
Duty station:        Hanoi, Vietnam
Position:            full time

The position will be offered to the selected candidate beginning from 15 July, 2015 until 14 July, 2016. Based on a positive evaluation of the performance of the project assistant RLS SEA may consider an extension of the contract. Job interviews will be conducted on short notice from 25-29 June, 2015.
