Position Title: Project Assistant/Interpreter and Internship

Position Description: For Project Assistant: Long-term position to provide Vietnamese-English translation and interpretation services for the Rural Productive Infrastructure Development Sector in Central Highlands

Reports to: Project Team Leader (TL)/ Office Manager

Main place of work: Hanoi, Vietnam with travel to project sites when required.

BACKGROUND

Rural Productive Infrastructure Development Sector Project in Central Highland is funded by Asian Development Bank via Ministry of Agriculture and Rural Development of Vietnam. The Project aims to upgrade existing productive rural infrastructure (PRI) in Viet Nam’s Central Highland Provinces (CHP). Much of the existing PRI is underdeveloped or has deteriorated because of age, under-design, and a limited capacity to maintain the assets. The poor condition of the PRI is constraining rural productivity and contributes to CHP’s poverty. Vietnam’s record of poverty reduction has been driven by agricultural reforms facilitated by good access to infrastructure. Therefore the Project will target areas with existing irrigation schemes that also have good agricultural productive potential. The investments will include irrigation infrastructure and associated rural access infrastructure. The project will be carried out over a period of five years in 5 provinces; Dak Lak, Dak Nong, Gia Lai, Kon Tum, and Lam Dong.

INDICATIVE RESPONSIBILITIES OF THE POSITIONS:

I.       Project Assistant/Interpreter

Translation/Interpretation:

  • Provide written translation of  Project TL’s and Deputy TL’s correspondence and project documents;
  • Provide interpretation for team members in daily communication;
  • Ensuring completeness, accuracy and stylistic acceptability of translations and interpretations produced;
  • Provide simultaneous interpretation at project meetings and workshops etc;

Administrative management:

  • Assist Project TL/Deputy TL in preparing correspondences;
  • Ensure the proper receipt and delivery of all incoming and outgoing correspondences Documentation: Filing of reports, documents, correspondences, etc. Ensure that project office’s filing systems and records are properly maintained and updated in compliance with an existing framework;
  • Manage fixed assets belonging to the project office (assets to be recorded on an inventory list) and  monitor maintenance of office equipment/assets on regular basis;
  • Collect signed timesheet of Consultants/Staffs at the end of the month. Coordinate with Office Manager in Hanoi to review collected timesheets and correct mistakes (if any) then submit to Deputy Team Leader for certification;
  • Be responsible for bookkeeping of the Project Office for all the incurred expenses including telephone, fax, internet, electricity. Process payments to suppliers in a proper manner;
  • Prepare reports on utilization of monthly petty cash with supporting documents (original vouchers, receipts) and send to Chief Accountant on the 2nd day every month;
  • Provide effective reception services by screening incoming telephone calls, taking accurate messages, dealing with queries from external callers and ensure that they are properly passed on to the concerned staff;
  • Ensure effective coordination of project staff’s schedules by maintaining their diaries and arranging appointments, meetings, travel and accommodation;
  • Assist in the preparation for project meetings, workshops and training activities (if any);
  • Assist in the implementation of administrative tasks related to the mobilization and coordination of short-term international and national consultants;
  • Prepare minutes of meetings if required;
  • Perform other tasks from time to time required by Team Leader/Deputy Team Leader.

II.      Internship

  • Assist to handle daily administrative activities in the office under the supervision of Project staffs, consultants and Office Manager.
  • Be in charge of filing documents, processing incoming and outgoing correspondences, mailing etc.
  • Maintain office assets in good conditions for smooth operation.
  • Provide translation/interpretation when required.
  • Perform other tasks upon requests.

QUALIFICATIONS AND KEY COMPETENCIES

The Interpreter/Project Assistant shall meet the following requirements:

  • Bachelor Degree in English/Foreign language or have translation/interpretation experience.
  • Experience working in ODA projects is preferred.
  • Ability to work in team or individually with minor supervision.
  • Ability to produce professional quality, accurate and efficient translation and interpretation from English to Vietnamese and vice versa.
  • Willingness and ability to travel to project sites.

The internship shall meet the following requirements:

  • Third or final year students from Foreign Language universities.
  • Ability to work in team or individually.
  • Proficiency in using MS Word, Excel, PowerPoint.
  • IT skills will be an asset.
