Terms of Reference for Project Coordinator

1. Background

The Center for Creative Initiatives in Health and Population (CCIHP) is a social organization working mainly in the field of public health and social science. CCIHP is preparing to implement Transition to Scale phase of the project “Smartcare: support children with autism and other developmental disabilities reach their full potential” (Project SMARTCARE) in the period from 2019 to 2020. The project aims to improve the early screening and intervention for children with autism spectrum disorder (ASD) in Vietnam, in order to support them reach their full potentials”.

A project coordinator working full –time in one year with an opportunity of extension based on work quality will be hired to manage and oversee the quality and the implementation of the project.

2. Responsibilities

  • Collaborating with experts, partners to develop sustainable scale – up strategies and plans, especially to attract private sector participation.
  • Seeking potential partners in order to expand the partner collaboration and project scopes.
  • Developing detailed annual work and budget plans based on approved overall work plan. Ensure timely and duly management of project and implementation of all activities in accordance with financial regulations
  • Working with project accountant to support partners in developing activities plans, budget, report and to ensure the accuracy and timely submission of project plans and reports
  • Working closely with partners including communication agencies, research institutions to ensure the timely implementation of all project activities in accordance with financial regulations.
  • Recruiting consultants/partners/subcontractors and managing the work implementation of consultants/partners to ensure the quality of products are according to relevant guidelines, TORs and hold the expected standard of quality.
  • Organizing regular or extraordinary team meetings in project management unit and meetings and reviews with donor, partners or other stakeholders during the project period to monitor and manage the progress of project implementation.

  • Working with the project accountant to monitor project funds, ensuring the funds are used for the proper purposes, proper activities and with the efficiency and transparency.
  • Coordination with the donor, managing agencies, partners and other stakeholders, organizing regular or extraordinary team meetings in project management unit and meetings and reviews with donor, partners or other stakeholders during the project period to monitor and manage the progress of project implementation
  • Participating in field visits to monitor and evaluate the progress of project activities.
  • Any other tasks assigned by the project leader to achieve the project objectives

3. Required experience and educational background

  • Education on a master level in the area of economy, public relationship, public health and sociology
  • Proven ability to coordinate and manage complex project work. Experience in management and implementing non – profit projects
  • Experience in programme planning, design, follow-up, report writing, monitoring and evaluation of the projects
  • Experience in working with various partners, working with international and national experts to implement project activities
  • Able to work independently or in a team. Strong communication skills
  • Good ability to communicate in English and to conduct project reports in English
