Project Coordinator

The German Red Cross (GRC) is part of a worldwide movement assisting victims of conflict and disaster and people affected by social or health related crisis.

The Red Cross movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the movement.

In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation and Water & Sanitation.

The German Red Cross is currently looking for an experienced national Project Coordinator for a WASH project in Northern Vietnam. In this project GRC and the Australian Red Cross (ARCS) as consortium partners are providing financial and technical support, the VVNRC is responsible for the implementation.

The project combines “hardware” components such as engineering inputs related to appropriate equipment and construction (e.g. tanks, water filters, latrines and small-scale water systems) and “software” components such as activities in the areas of hygiene promotion, local capacity-building, and stakeholder involvement encouraging behavioural change.

Place of assignment: The Project Coordinator will be based in Hanoi with extensive travel to the project areas.

Duration of contract: The assignment will be starting in November 2013 for an initial period of one year, with the possibility to extend.

Key Roles and Responsibilities

The Project Coordinator is contracted by GRC Vietnam (local contract) and works as part of the GRC/ARCS consortium team as well as in close cooperation with the Vietnam Red Cross covering the key tasks and responsibilities set out below:

- Management of the GRC/ARCS WASH project team / overall project management
- Close cooperation / coordination with the Vietnam Red Cross (VNRC) as the national counterpart and implementing partner on the basis of the individual agreed project documents ensuring that activities are delivered according to workplans in a timely manner
- Input to the development and implementation of improved M&E systems for the project.
- Budget control & monitoring
- Narrative and financial reporting.
- Coordinate activities and approaches with other Red Cross Societies working in WASH sector.
- Liaise and maintain a close working relationship with different government departments, NGOs and civil society, when appropriate, to ensure a smooth linkage between the Red Cross and other organisations on WatSan related matters.
- Facilitation of the elaboration of a “best practice / lessons learned” process resulting in good practice publication.
- General technical advice in relation to WASH approaches.
- Apart from the management of the WASH project, the Project Coordinator will, upon request, also cover the following tasks:
- In case of disasters, conduct research and field assessments together with partners to identify appropriate activities, elaborate project documents in the relevant formats to apply for external funding and take on project management responsibilities for short-term relief activities.

Required Skills:   

- Good knowledge of community development concepts and participatory techniques
- Knowledge of M&E tools and techniques
- Technical knowledge of hygiene, sanitation and water system design
- Minimum four years experience in the management of WASH projects / programmes in development and disaster settings including hardware and software components
- Experience in implementing and managing a variety of donor funded projects
- Familiarity with key WASH issues, particularly with participatory methods (including PHAST and CHAST).
- Good understanding of the linkages between relief and development programmes.
- Strong PCM skills and experience in participatory methods.
- Proven strong reporting skills and knowledge in financial management of projects.
- Experience in cooperating with local organisations / capacity building.
- Knowledge of Red Cross / Red Crescent principles is an asset
- Willingness to adhere to RC/RC principles
- Skills in negotiation and persuasion, advocacy and for mainstreaming new concepts and approaches
- Excellent command of written and spoken Vietnamese
- Very good command of written and spoken English
- Knowledge of northern ethnic minority language is preferable (Tay, Dao, Hmong)
- Excellent computer skills
