WORK CONTEXT/BACKGROUND

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. World Vision Vietnam (WVV) has a total income of around US$ 19,000,000 (FY17) with funding from 13 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 440 staff, of which 99% are Vietnamese nationals.

In FY18, WVV is implementing 37 Area Programmes which operate in 5 zones: North 1 (Dien Bien, Hoa Binh), North 2 (Yen Bai, Tuyen Quang), North 3 (Thanh Hoa, Hung Yen, Hai Phong), Centre (Quang Tri, Quang Nam, Danang,) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). Each Zonal Manager is in charge of one zone and reports directly to the Operations Director.

WVV’s APs focus within one administrative district of a province which is usually populated by ethnic minority people with high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

EVAC project in Viet Nam is to care for and protect vulnerable children and youth from child trafficking, abuse, neglect, exploitation and all other forms of violence within supportive families and communities in 4 APs (Luc Yen and Van Chan APs in Yen Bai province; Muong Cha and Tuan Giao APs in Dien Bien province). From October 2017 to September 2020 (4 years), the project plans to achieve 4 main outcomes: (i) children and youth, especially the most vulnerable, are empowered with the skills and knowledge to reduce their personal risk to trafficking and related forms of violence; (ii) families and caregivers are provided with access to adequate and appropriate services in order to care for and protect their children; (iii) communities are strengthened and working together to create a safe and protective environment for all children; (iv)Systematic barriers are reduced to addressing violence against children, including trafficking.

EVAC team consists of one Manager, one Coordinator, one DME Officer and one Financial Officer who are based at the national office and 4 Project Officers who are based at ADP level.

 

PURPOSE OF THE POSITION

 

This position will be responsible for coordinating the achievement outcomes, and outputs which have been designed in outcome 1, 2, 3 as per the document and logical framework within the planned budgets.

Under the management and leadership of the Project Manager and support from the EVAC Project Officers based in the APs and local partners, the Project Coordinator will ensure that victims identified in project locations have access to immediate protection services in target communities.

This position is required to work in interdependency with DME Officer in Ha Noi office and POs in 4 APs to ensure the goal of the programme is effectively achieved. The Project Coordinator will also work with the DME officer to promote the integration with advocacy and also provide issue based evidences, lessons learnt to the DME Officer for Advocacy purposes.

 

MAIN RESPONSIBILITY

 

  1. Coordination, Implementation, Monitoring and Reporting of outcome 1.2.3 of the project.   

  • Coordinate with the Project Officers and Yen Bai and Dien Bien provincial partners so that all project activities under outcome 1,2,3 of the EVAC are implemented effectively and coordinated in light of the WVV Technical Approach and Technical Programme for Child protection.

  • Assist the Project Manager in project design, implementation and review by developing and ensuring quality, realistic plans of action, budgeting, monitoring and evaluation of the outcome 1,2,3 that are in line with WV’s Learning through Evaluation with Accountability and Planning (LEAP) Framework.

  • Assist the Project Manager in continually monitoring the implementation of the project to ensure that the project systems and field staff are working to achieve goals and objectives and that the project is maintaining World Vision International and donor accountability standards.

  • Assist the Project Manager in ensuring high quality, accurate, and timely reports as required, including narrative progressive reports and financial reports according to WV’s LEAP framework.

  • Coordinate to implement other tasks as assigned by Project Manager in order to effectively implement EVAC project.

 

  1. Relationship building and networking

  • Develop relationship with regional manager for obtaining technical advice and contributing technical inputs.

  • Assist the Project Manager in building relationships, documentation of lessons learned, and implementation of activities to support dialogue and learning of approaches to anti-trafficking.

  • Assist the Project Manager in providing effective coordination, support and networking with/ between implementing partners, which include WV Asia Pacific Regional Office (APRO), WV National Offices in Myanmar and Cambodia, WV Support Offices (SOs), WVV APs, etc...

  • Assist the Project Manager in establishing effective partnerships with selected government ministries, UN agencies, NGOs, and target communities involved in the repatriation and reintegration process.

  • Facilitate network for strong collaboration and convenient referral mechanism.  

 

  1. Capacity Building

  • Work closely with project officers, DME officer, local governments to organize essential trainings, work meetings to build capacity for child protection committees from province to commune levels on child protection subjects, project management.

 

  1. Documentation

  • Coordinate with project officers, key local partner to document and keep records of key interventions and their results for reporting, auditing or advocacy purposes.

  • Best practices under outcomes of 1, 2, 3 are documented and shared to other stakeholders in Vietnam and regional network for advocacy purposes

 

JOB REQUIREMENT

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

 

  • Bachelor social science or related fields

  • At least 3 years relevant work experience including demonstrated basic capacity in program management.

  • Experience in INGO-funded project planning and implementation.

  • Well-developed representation and negotiation skills.

  • Strong influencing and cooperation building skills.

  • Demonstrated ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.

  • Well-developed writing and oral communications skills in both English and Vietnamese.

  • Understanding of and commitment to World Vision Core Values
