Project General Information

Project name: SIGHT FOR CHILDREN AND PEOPLE AGED OVER 50 IN THE MEKONG DELTA

Project main partners: Can Tho Eye hospital, Can Tho Children hospital, Ca Mau Preventive Social Disease Centre (PSDC).

Project goal: Children and people over 50 in Can Tho City and Ca Mau province of the Mekong Delta region with visual impairments or other avoidable eye-health conditions are identified and diagnosed at early stages of their conditions and have access to quality, affordable eye-care services.

Project objectives:

  • A tertiary level Child Eye-Care Centre, with fully equipped, child-friendly facilities and trained medical teams, is available to provide comprehensive, quality paediatric ophthalmology services for the Mekong Delta region (implemented by Orbis).
  • A quality, sustainable refractive service is available and accessible for all children with visual impairments in three districts of Can Tho, especially girls and the poor (implemented by HKI).
  • A quality, sustainable refractive service is available and accessible for all children and people over 50 with visual impairments in Ca Mau province, especially females and poor people (implemented by ECF).
  • Advanced knowledge and practices necessary for the effective prevention and treatment of paediatric eye conditions and refractive errors are present within local populations (implemented jointly).

Project period: 3.5 years (from April 2016)

Purpose and Objectives of Project Evaluation

The final evaluation aims to assess the relevance and level of (1) Achievement of project objectives (2) effectiveness (3) impact and (4) sustainability.

Following are the objectives would facilitate the achievement of above aim:

  • Analyze the process of implementation, milestones in reaching project’s objectives to address the effectiveness of intervention package and project outcomes according to four objectives
  • Assess the quality and effectiveness of Child eye care centre (Orbis), refractive services in 3 districts of Can Tho (HKI) and refractive services in 6 districts of Ca Mau (ECF) focusing on beneficiaries: Health staff evaluation on professional skills; participation of community and partner’s perception/ assessment of the intervention package (in terms of influence, effectiveness, strengths and weaknesses…)
  • Analyze the impact or changes in knowledge, behaviors, relationship, policy that have occurred within beneficiary stakeholders, institution and the community
  • Policy and economic planning approaches will be applied to assess the project's sustainability emphasizing both social and institutional aspects.

Scope of work

The selected evaluation team leader and members will work closely with Orbis, under direct supervision of Program Managers, M&E Manager to prepare evaluation protocol, carry out field work, data analysis and write up the Final Evaluation Report, which covers the following scopes:

  • Geographic and intervention:
    Can Tho Eye Hospital: A tertiary Child Friendly Eye-Care Centre is established with equipped and professionally qualified pediatric team is formulated and trained to be able to examine and treat all common causes of avoidable blindness in childhood;
    Can Tho Children Hospital: Staff at the Eye Clinic of Can Tho Children's Hospital are trained to detect, refer pediatric patients for further treatment and/ or provide treatment, including infants at risk of ROP
    Vision Centres in Can Tho: 3 district vision centres are established and regularly provides RE services to screen, refer and treat RE for children in Can Tho province
    Vision Centres in Ca Mau: 6 district vision centres are established and regularly provides RE services to screen, refer and treat RE for children and Adults >50 in Ca Mau province
  • Target groups:
    Multi- stake holders: Representatives of Provincial Health Departments; Leaders of hospital partners / projects partners
    Beneficiaries: Trained doctors/nurses/anesthesia doctors, technician/ clinical staff/optometric/ technicians; patients and their family members; project staffs (at 3 organization Orbis, HKI, ECF and field staff)
  • Timeframe:
    Team leader: 25-30 working days (from 5 th August to 25 th September)
    Evaluation protocol development, field work, data analysis, draft report
    Team members: 10-15 working days (from 5 th September to 25 th September)
    Field work, data analysis

Applicant’s Qualification and requirements

01 team leader:

  • Have extensive experience in designing and conducting project final evaluation in health projects (at least five years). Experience in eye health care project is preferred.
  • Proven experience in project evaluation in health system context.
  • Strong analytical and research/ evaluation skills with sufficient understanding of quantitative/qualitative methods and data analysis;
  • Proven evidence that the consultant/ evaluation team leader conducted at least five project final evaluation/ qualitative surveys.
  • Fluency in written and spoken English is a requirement

02 team members

  • Proven experience in project evaluation in health system context.
  • Strong analytical and research/ evaluation skills with sufficient understanding of quantitative/qualitative methods and data analysis;
  • Team work, interviewing skills, working with people skill is required
