PATH anticipates the release of a United States Agency for International Development (USAID) project entitled Healthy Markets Activity with an overall goal to contribute to the prevention of new HIV infections among most at risk populations. The expected program will include a network of complementary partners to bring about changes that result in strengthened local leadership and capacity for comprehensive and effective programming and social marketing of critical HIV goods and services.

PATH is seeking a Project Finance & Administration Manager, based in Hanoi, Vietnam, to oversee financial and administrative operations of the project and be responsible for the following key activities:

  • Establish financial systems and policies for the project to ensure compliance with USAID and PATHpolicies, practices and regulations;
  • Provide financial and administrative support in the design, implementation, and monitoring of project activities;
  • Advise project staff on donor requirements; and provide training on financial management, recordkeeping, operational systems, and policies as needed;
  • Develop and monitor budgets for the project;
  • Document and accurately communicate deliverables, milestones, and award compliance requirements to the Responsible Project Managers (RPM) and program staff;
  • Work with program staff and Headquarter to finalize and administer subagreements, subcontracts, MOU and other related project agreements;
  • Effectively communicate with and orient subrecipients to ensure understanding of donor regulations, cost norms and requirements. Ensure the financial monitoring of all
  • project sub-grants in accordance with proper accounting principles and donor requirements;
  • Lead procurement process to ensure proper planning, purchasing and distribution of project products in compliance with PATH policies and donor regulations;
  • Analyze project expenses, including subrecipient financial reports, on a monthly and quarterly basis;
  • Assess cost-effectiveness of methodologies proposed by the project leadership team;
  • Coordinate input for the annual budgeting process with the Chief of Party and subrecipients;
  • Supervise other financial and administrative staff;
  • Ensure preparation and submission of complete and accurate financial reports and cash requests to PATH HQ and USAID;
  • Maintain effective linkages between technical components, grants and finance and administrative functions within the project.

Required Skills

  • Good financial and administrative skills, including mastery of relevant software, such as Excel and accounting software;
  • Expertise in the financial, regulatory, and contracting aspects of USAID;
  • Excellent oral, written, and presentation skills in English;
  • Ability to multi-task and to delegate, as appropriate;
  • Clear interpersonal communication skills;
  • Ability to work effectively with project technical team on project finance and administration issues and tasks.

Required Experience

  • University degree in business administration, accounting, economics or other relevant field;
  • At least seven (07) years of experience working on donor-funded health and/or development programs in Vietnam, with substantial expertise in USAID contracts and financial management;
  • At least one (01) year in a supervisory role.
