  1. BACKGROUND

ECODIT is implementing the USAID-funded Green Annamites activity in Quang Nam and Thua Thien Hue provinces in central Vietnam. The purpose of the Green Annamites activity is to assist Vietnam’s transition to climate-smart, low emission, and resilient development that protects people, landscapes, and biodiversity in Vietnam’s priority forested provinces. The project’s overall period of performance is September 26, 2016 to December 16, 2020, subject to the availability of funding, and includes three main tasks:

1.    Increase application of low emission land-use;

2.    Strengthen biodiversity conservation; and

3.    Increase resilience for vulnerable communities.

 

  1. DESCRIPTION OF DUTIES, BUT ARE NOT LIMITED TO THE FOLLOWING

Under the direct supervision of the Deputy Chief of Party (DCOP), the Project Implementation Coordinator (PIC) will coordinate technical and field aspects of the project to ensure that the USAID Green Annamites activity is implemented smoothly and effectively across all tasks. The PIC’s specific work assignments are detailed below:

 

Programmatic Development, Planning and Implementation:

 

  1. Assist the D/COP to coordinate and oversee technical activities, particularly with a focus on cross-cutting activities (gender equity and social inclusion, monitoring and evaluation, etc.).

  2. Directly supervise local short-term technical assistant consultants.

  3. Support the D/COP to plan project activities (weekly, monthly and quarterly basis), and agree activity schedules of staff and consultants to implement the project’s activities smoothly.

  4. Participate in technical evaluation committees for review of proposals for project activities and act as technical project manager for specific grants or sub-contracts when required.

  5. Assist technical staff with development of scopes of work for project activities when required.

  6. Conduct training needs assessment for project staff and implementing partners, develop capacity development programs and modules and organize relevant capacity building events in collaboration with Task Leads and Provincial Coordinators of the project.

  7. Assist the DCOP to technically prepare for and carry out meetings, workshops and events (at inter-provincial level).

  8. Provide support to international consultants to assist them in their respective technical assignments as needed.

  9. Assist the DCOP to review technical inputs (e.g. timecard, progress reports, etc.,) and ensure that consultants meet deadlines and deliverables.

  10. Engage in advocacy, networking and strengthen cooperation partnerships with project’s stakeholders.

  11. Support the development of cross-project linkages with other relevant projects for mutually reinforcing impact.

  12. Assist in preparing technical meeting minutes, periodic reports, quarterly and annual reports.

  13. Help translate some brief documents into English or Vietnamese requested by D/COP.  

Compliance and accountability:

 

  1. Ensure the participation and involvement of relevant implementing partners in project activities so that the process is inclusive, participatory and transparent.

  2. Assist the DCOP to ensure that the project’s activities are implemented in compliance with the approved project’s implementation manuals/regulations.

  3. Work with provincial coordinators to ensure collaboration with implementing partners to coordinate project’s activities in the province; and

  4. Other tasks as requested by the D/COP.

REQUIRED QUALIFICATIONS AND SKILLS:

  • Post-graduate degree in international relations, natural resources management, sustainable development, conflict management or a related field.

  • Work experience: at least 8 years in project management/coordination preferably on projects related to natural resource management, biodiversity conservation and/or sustainable agriculture.

  • Skills in facilitating consultations, workshops, and stakeholders’ engagements. 

  • Good oral communications skills and conflict resolution competency.

  • Excellent writing skills, with analytical capacity and ability to synthesize key messages from different project events (workshops, meetings, etc.) and relevant findings for the preparation of relevant quality project reports.

  • Languages: excellent command of written and verbal Vietnamese and English.

  • Familiar with socio-economic development trends at national and sub-national levels.

  • Ability and flexibility to carry out tasks as well as manage complex dynamic situations.
